On Thursday, November 26, 2020 a joint virtual public hearing was held by Halifax and West Community Council and North West Community Council. At the public hearing, both Community Councils denied the application for a substantive amendment to the existing development agreement on lands on Hogan Court, Bedford. Community Councils’ refusal of the application can be appealed by the applicant to the Nova Scotia Utility and Review Board.
Request
Application by Cresco Holdings Limited, requesting a substantive amendment to an existing development agreement to relocate density (162 persons) on lands on Hogan Court, Bedford.
Proposal
The subject property is located within the Bedford West Secondary Planning Strategy of the Halifax Municipal Planning Strategy and Bedford Municipal Planning Strategy and zoned Bedford West Comprehensive Development District (BWCDD) within the Bedford Land Use By-law and the Halifax Mainland Land Use By-law.
In 2012, North West Community Council and Chebucto Community Council approved a development agreement to allow for a mixed-use development within Sub-Area 9 of Bedford West. The agreement generally allows for a mixed-use development containing residential and commercial uses.
The applicant is requesting to transfer density, 162 persons, from the commercial portion of the site to the residential portion. The request will not change the overall permitted population density to the lands.
