Case 22622: Development Agreement at 1268 Cole Harbour Road, Cole Harbour




Application by ZZap Consulting Inc, on behalf of property owner A. J. Giles Investments, for a development agreement to allow for a 30-unit apartment building and a 16-unit townhouse-style residential building at 1268 Cole Harbour Road, Cole Harbour (PID 00406702 & 41217431).


The subject site is located along Cole Harbour Road, just northeast of Bissett Road (Zoning Map). The site includes 2 properties, PID # 00406702 & 41217431. The front half of the site is zoned C-2 (General Business) and the existing building includes the “Touched by Design” (Interior Decorating) business. The rear half of the site is zoned R-2 (Two-unit Dwelling)  and includes two accessory structures in the rear (existing Quonset hut and a shipping container). If approved, these buildings and structures would be removed.
The proposed development agreement would allow for the following (see “Documents Submitted” below):
•    4-storey, 30-unit apartment building with underground and surface parking; 
•    3-storey, 16-unit “townhouse-style” building with surface parking and interior storage spaces; and 
•    A combination of interior amenity space, outdoor landscaped amenity space, and additional landscaped areas and fencing.


The application will be considered under the Development Agreement process.


Information notices, seeking feedback on the proposal, are being mailed to neighbouring residents and property owners in November 2021.

Documents Submitted for Evaluation

The applicant has submitted plans and studies required by municipal staff to properly evaluate the application.
