Zzap Consulting Inc. is applying, on behalf of the property owner, to rezone portions of lands fronting on Hines Road (PIDs 40103806, 40103780, 40103772, and 40103798), Eastern Passage, from R-1 (Sing Unit Dwelling) Zone to I-1 (Light Industry) Zone. .
The applicant proposes to rezone portions of four (4) properties from the R-1 (Single Family Dwelling) Zone to the I-1 (Light Industry) Zone of the Eastern Passage/ Cow Bay Land Use By-Law.
The applicant does not have a specific use proposed for the site, however the permitted uses under the I-1 (Light Industrial) Zone, subject to zone requirements, are as follows:
Any manufacturing, processing, assembly or warehousing operation which is not obnoxious and which is conducted and wholly contained within a building; Service industries; Marine, road, rail and pipe transportation uses; Railway related uses Composting operations , Cannabis production facilities.
Any activity related to the automotive trade except a salvage yard; Commercial recreation uses; Outdoor display courts; Retail and wholesale stores; Shopping plazas and malls; Taxi and bus depots; Parking lots.
Open space uses; Institutional uses.
As there is no proposed use on the property, the Planning Department requires the applicant to submit studies based on the most extensive uses permitted within the I-1 (Light Industrial) Zone. The submitted information/studies are linked below, under “Documents Submitted for Evaluation”.

A virtual public information meeting to share information and hear feedback from the community about this application will take place from 6:00 – 8:00 p.m. on Wednesday, December 9, 2020.
The purpose of the meeting is to share information and receive feedback regarding the application. Anyone is welcome to attend and participate in this meeting. Planning staff and the applicant will be present to discuss the proposal and respond to questions from the public. Feedback on the proposal will be collected up until December 23, 2020.

Following the virtual public information meeting, staff will complete a detailed analysis of the application informed by feedback from the public and the planning team prior to sending a recommendation report the Harbour East Marine Drive Community Council (HEMDCC). The HEMDCC will decide whether to approve or deny the application based on the criteria in the Eastern Passage/Cow Bay Municipal Planning Strategy.
The subject site is located in District 3 Dartmouth South- Eastern Passage.
