Lookout Investments Limited has applied for substantive amendments to an existing development agreement that permits the construction of two multiple unit dwellings on PIDs 00374652 and 41466160, Main Road at Silvers Lane in Eastern Passage.
Existing Development Agreement
The existing development agreement was approved in 2017 (see the original development agreement here) and amended in 2019 (see the first amending agreement here). It permits the following:
- Two multiple unit dwellings, each containing 60 dwelling units;
- Construction to take place in two distinct phases;
- Both buildings are to have four storeys plus penthouses that will contain common amenity areas for residents;
- Below grade and surface parking;
- Landscaping; and
- Mix of dwelling unit types and sizes.
The 2019 amendment extended the length of the development agreement by 2 years.
The applicant proposes to remove the requirement for phasing and to make some changes to the height of the buildings by removing the penthouses and to the preliminary landscape plan.
The development plans provided below outline the development proposal in detail, and include information related to the design of the proposed building.
Harbour East – Marine Drive Community Council intends to consider and decide whether to approve or refuse this application at a virtual public hearing to be held on April 1, 2021, at 6:00 pm. All oral and written submissions will be considered at that time. This meeting will occur in a virtual setting, attending in person is not possible.
Written submissions are welcomed and encouraged, and will be distributed to all Councillors prior to the decision. Written submissions may be forwarded to the Municipal Clerk by e-mail, by fax, 902-490-4208; or by mail, P.O. Box 1749, Halifax, Nova Scotia, B3J 3A5. Written submissions must be received by the Municipal Clerk’s office as early as possible and and no later than 3:00 p.m. on April 1, 2021. Please allow additional time for delivery during the COVID-19 Pandemic.
The virtual public hearing will be webcast and may be viewed online. Individuals seeking to speak at the hearing should contact the Municipal Clerk’s office no later than 4:30 p.m. on March 31, 2021, to be added to the HEMDCC speakers list to join the meeting by telephone.
