Request
Application by Mr. Duininck, on behalf of Tier Too Properties Incorporated, to enter into a development agreement for a Dog Care Facility with an outdoor dog run area at the corner of Glen Arbour Way and Hammonds Plains Road.
Proposal
The outdoor dog run area proposed will be behind a proposed as-of-right multi-tenant building that will be located next to the existing multi-tenant building at 2069 Hammonds Plains Road. This development agreement is only for the outdoor dog run area that will be located next to a new commercial building. The indoor dog service will be within the new commercial building. The indoor dog service portion of the development can be undertaken as-of right within the C-4 (Highway Commercial) zone. However, the development of the outdoor run that is associated with the Dog Care Service is not permitted as-of-right within the C-4 (Highway Commercial) Zone. Therefore, this portion of the development requires the discretionary approval of Community Council through a Development Agreement.
The revised site plan (see below under Documents Submitted for Evaluation) shows the site plan of the proposed building and the outside dog run area. The outdoor dog run will be 10,000 square feet behind the proposed building. The subject property falls within the Beaver Bank, Hammonds Plains and Upper Sackville Plan Area. The Municipal Planning Strategy for this Plan Area enables North West Community Council to consider a development agreement for an outdoor dog service on the subject property under Policies P-26A and P-137.

The application is being considered under the development agreement process.
Status
A public information meeting will not be held. However, a mail out and opportunity to provide feedback through a survey, phone call or e-mail was available. A revised site plan as been provided, you now have the opportunity to comment on the revised plan found below in the documents submitted for evaluation section. Comments may be emailed to the planner processing the application or you can call 902.719.9478.
The purpose of the consultation is to receive feedback regarding the proposal. Upon completion of the public consultation, staff will conduct an internal review of the application and submit a staff report to the North West Community Council (NWCC) to consider the proposed development agreement for the outdoor dog run area and to schedule a public hearing.
The North West Community Council (NWCC) will make a decision to proceed with a public hearing. The municipality will be monitoring the Public Health Directives to determine the format (virtual or in-person). This website will be updated in the future to provide all the necessary details of the public hearing format and a mailout will be provided to residents with the notification area.
