On February 8, 2021 the North West Community Council made the decision to proceed with a public hearing. A public hearing is scheduled by the Clerks Office for March 8, 2021, at 7:00 p.m.
HRM monitors the Public Health Directives and has determined the format of the public hearing will be virtual. Below under “status” you can find all the necessary details of the Public Hearing format. A mailout will be provided to residents within the notification area. Vision 7 Developments Ltd., is applying for a Land Use By-law amendment to allow Nursing Homes (Long Term Care Facilities) as a permitted use in the RLRC (River Lakes Residential Campus) zone under the Land Use By-law for Planning District 14 and 17. This will allow an approximate 100 bed long term care facility on Site B, in Fall River. This will be one of the five buildings proposed for Site B.
Proposal
The subject Site is located on Site B off Fall River Road, Fall River. The site is designated Residential under the Municipal Planning Strategy for Planning District 14-17 (MPS), and is zoned RLRC (River Lakes Residential Campus) under the Land Use By-law for Planning District 14 and 17 (LUB).
The applicant is proposing to amend the Land Use By-law to add text to permit Nursing Homes in the RLRC (River Lakes Residential Campus) Zone.

Process
The application will be considered under the Land Use By-law Amendment process.
Status
Public consultation was conducted in November 2020; the purpose of the consultation was to receive feedback regarding the proposal. Upon completion of the public consultation, staff conducted an internal review of the application and submitted a staff report to the North West Community Council. The Community Council then considered the staff recommendation, and on February 8, 2021 made the decision to proceed with a public hearing on March 8, 2021 at 7:00 p.m
A virtual public hearing will be held on March 8, 2021 at 7:00 p.m. All oral and written submissions will be considered at that time. This meeting will occur in a virtual setting, and attending in person is not possible. Given the ongoing COVID-19 pandemic, written submissions are welcomed and encouraged in advanced of the hearing itself. These submissions are distributed to all Councillors and considered at the time of their decision. Written submissions may be forwarded to the Municipal Clerk by e-mail, by fax, 902-490-4208; or by mail, P.O. Box 1749, Halifax, Nova Scotia, B3J 3A5. Written submissions must be received by the Municipal Clerk’s office as early as possible and not later than 3:00 p.m. on March 8, 2021. Please allow sufficient time for delivery given slower than typical mail delivery times during the COVID-19 Pandemic.
The virtual public hearing will be webcast and may be viewed online. Individuals seeking to speak at the hearing should contact the Municipal Clerk’s office no later than 4:30 p.m. on Friday, March 5, 2021 to be added to the speakers list to speak by telephone. All residents who have any desire to speak at the meeting are encouraged to have their name added to the list. Individuals who do not want to speak at a later time may ask to have their name removed from the speakers list.
