Application by WM Fares Architects for a Development Agreement to permit a 36-unit senior citizen dwelling, a single unit dwelling, and neighbourhood commercial uses at the intersection of Crestfield Drive and the Hammonds Plains Road, Hammonds Plains.
Proposal
The subject site is located on the south west corner of the Hammonds Plains Road/ Crestfield Drive intersection. The site is designated Residential under the Beaver Bank, Hammonds Plains and Upper Sackville Municipal Planning Strategy (MPS) and is zoned P-2 (Community Facility) under the Land Use By-law for Beaver Bank, Hammonds Plains and Upper Sackville (LUB).
The applicant wishes to develop the subject site as follows:
- A new 36-unit Senior Citizen residential building (3 Storeys), accessed from Crestfield Drive;
- One underground parking space per unit (36) and 6 assessible parking spaces near the building entrance
- A new single unit dwelling on the site;
- Either neighbourhood commercial uses within the existing St James Church building, or replacement of the Church building with townhouses;
The Development Plans (provided below) outline the development proposal in detail, and include information related to the building locations, parking locations, driveway access, building design, traffic impact.
Process
This application is being considered under the Development Agreement process subject to Policy P-39 and of the Beaver Bank, Hammonds Plains and Upper Sackville Municipal Planning Strategy.
Status
Public consultation will be conducted; the purpose of the consultation will be to receive feedback regarding the proposal. The application will also be reviewed by the North West Planning Advisory Committee (NWPAC). Taking all feedback from the public, and the NWPAC, staff will conduct a thorough internal review of the application and submit a staff report to the North West Community Council. The Community Council will then consider the staff recommendation, and should they wish to consider the development agreement, a public hearing will be held.
