Stephen Adams Consulting Services Inc., on behalf of property owners Olympus Property Management Limited, is requesting a non-substantive amendment to an existing development agreement on lands located at 249, 251, and 257 Windmill Road to allow a time extension to the commencement of the development.
In 2009, Harbour East Community Council approved a development agreement (Case 01230) to allow a 12-storey apartment building at the above noted address (PIDs 40811085, 41086018, and 40175887). The original development agreement required that construction begin prior to January 21, 2010. In 2019, a 3-year extension to the commencement date and a 6-year extension to the completion date was granted (Case 22463). The property has since changed hands and the current property owner has requested a further extension to the construction commencement dates. If approved the commencement date would be extended to February 14th, 2024.
An extension to the dates for commencement and completion are considered non-substantive amendments to the agreement and no public hearing is required.

The application was approved following the public hearing on September 2, 2021.
Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen days of the publishing of notice in the Chronicle Herald, appeal to the Nova Scotia Utility and Review Board (902.424.4448) in accordance with the provisions of the Halifax Regional Municipality Charter.
