Happy City Lab has requested to rezone 1818 Shore Road to CDD (Comprehensive Development District) Zone and enter into a development agreement to allow for the development of 94 residential units with local commercial uses.
The applicant wishes to develop the land for residential uses in a mix of residential housing types and local commercial uses. The major aspects of the proposal are as follows:
- 94 residential units proposed to be constructed over two phases total consisting of:
Phase 1: 7 rows of townhomes (40 units total), and 18 single-family homes.
Phase 2: One multiple-unit dwelling fronting Shore Road with 24 residential units and ground floor local commercial use. Proposed to be 3-4 storeys, and 2 stacked townhome buildings with 6 units in each, fronting Shore Road (12 units total).
- One new public street.
- Two areas of private/public recreation area/green space and walkway connectivity throughout the site.
- Pathway connection between the proposed development and the Eastern Passage Common.
The Development Plans provided below outline the development proposal in detail, and include information related to proposed buildings, parking locations, driveway access, landscaping, site servicing, and other design details.

Municipal staff are now completing a detailed analysis of the application informed by feedback from the public and the planning team prior to sending a recommendation report to the Harbour East Marine Drive Community Council (HEMDCC).
Prior to any considerations on this matter, Harbour East - Marine Drive Community Council is required, under the Halifax Regional Municipality Charter, to hold a Public Hearing. At that time, an additional opportunity for public feedback is provided. Notices of the date, time, and location of the hearing will be advertised in the future.
The HEMDCC will decide whether to approve or deny the application based on the criteria in the Eastern Passage/Cow Bay Municipal Planning Strategy.
