Case 23928 - 386 Cow Bay Road, Eastern Passage



ROMS KAIG Spryfield Ltd. is applying for a development agreement on the lands at 386 Cow Bay Road, Eastern Passage, to allow a 2-storey apartment building with 12 units.


The applicant wishes to develop a 2-storey apartment building with 12 dwelling units at 386 Cow Bay Road.   The major aspects of the proposal are as follows:

  • The proposed building has a footprint of 522.2 square metres on a 1,695 square metres property for a lot coverage of 30.8%; 
  • The property is adjacent R-2 (Two unit dwellings), R-5 (Townhouse dwellings) and C-1 (Local Business) zoned properties; 
  • The building design is two storeys in height and has 12 residential units, with 6 units per floor;
  • The building is designed to fit with the neighbourhood character; 
  • One of the one-bedroom units on the ground floor is Barrier Free with a Barrier Free parking space close by; 
  • The building design contains 2 three-bedroom units, 6 two-bedroom units, and 4 one-bedroom units;
  • Each residential unit has a balcony or patio as private amenity space; 
  • The proposed site plan has 16 at-grade parking spaces; 
  • The parking is accessed via a two-way driveway from Cow Bay Road; and
  • There are 8 class B bicycles spaces and class A spaces within the interior storage room.

The Development Plans (provided below) outline the development proposal in detail, and include information related to proposed buildings, parking locations, driveway access, and landscaping


The application will be considered under the Development Agreement Planning Process 


The application was opened on November 4, 2021 and was presented at the Distribution and Consistency meeting on November 18, 2021 where it was deemed complete and is currently in the team review process.  The next step in the process will be public engagement to gather input from surrounding residents regarding the planning request.  Once the team review comments and public comments are received staff will analyse the results and evaluate relevant policies from the Eastern Passage-Cow Bay Municipal Planning Strategy and begin preparation of a proposed development agreement.  Ultimately a staff recommendation report will be prepared to Harbour East-Marine Drive Community Council to inform their decision to approve or not approve the application.
