Case 24496 - 1 Circassion Dr, Cole Harbour



Application by ZZap Consulting Inc. for a development agreement to allow a 3-storey multi-unit building containing 18 residential units at 1 Circassion Drive, Cole Harbour.


The applicant wishes to construct a residential building containing 18 units on the property at the corner of Circassion Drive and Forrest Hills Parkway. The major aspects of the proposal are as follows:

  • Proposing a 3-storey building with a maximum height of 39 feet
  • 18 residential units, including 3 one-bedroom, 9 two-bedroom, and 6 three-bedroom units
  • 14 vehicle parking spaces and 18 bicycle parking stalls
  • Outdoor amenity space for use by building occupants, with features such as community gardens.  

The Development Plans (provided below) outline the development proposal in detail, and include information related to buildings design and location, parking location, driveway access, and landscaping.


The application will be considered under the process for development agreements.


Currently this application is at the review team stage of the process where the request is reviewed by internal municipal staff from Development Engineering including Traffic Services, Building Standards, Civic Addressing, Transit and Parkland Planning as well as externally by Nova Scotia Power and Halifax Regional Centre for Education. Once internal review is complete, this application will move forward to the public engagement phase.
