Case 24573 - 519 Cow Bay Road, Eastern Passage



Application by ROMS KAIG Spryfield Ltd to develop a multi-unit residential building containing 12 units through the Development Agreement process at 519 Cow Bay Road, Eastern Passage. 


The applicant wishes to develop the property by building a 2-storey, 12-unit residential dwelling. Policy UR-8 of the Municipal Planning Strategy for Eastern Passage/Cow Bay enables multiple unit dwellings to be considered by Council through a development agreement process. 

The proposed development includes the following:

  • 2 storeys development that contains 12 residential units
  • The design contains 1 two-bedroom + den units, 3 two-bedroom units, 4 one-bedroom + den units, and 4 one-bedroom units (one barrier-free).
  • On-grade 16 vehicle parking spaces
  • 10 bicycle parking spaces

The development plans provided below outline the development proposal in detail, and includes information related to driveway access, parking locations, building elevations, landscaping and other design details.


The application will be considered under the Development Agreement process.


Currently this application is at the review stage of the process where the request is reviewed by internal municipal staff and external review agencies.
