WSP, on behalf of Metlink Investments Limited, is applying to enter into a development agreement to build a new commercial building (grocery store) on lands located at 8990 Highway 7, Head of Jeddore (PID 00609149).
Proposal
The applicant wishes to build a stand-alone grocery store on PID 00609149, which is a property that currently has a strip mall with a grocery store. The applicant intends to retain the strip mall and move the grocery store to a new building, to increase its capacity. The underlying MU (Mixed Use) zoning requires that any commercial use exceeding 5000 square feet only be permitted by development agreement.
The development plans (provided below) outline the development proposal in detail, and include information related to the building plans, traffic impact, site details, landscaping plan, servicing, and project rationale.
Process
The application will be considered under the Development Agreement Process.
Status
Thank you to those who shared their feedback on this file or attended the public information session. The public engagement period is now closed, and staff are now in the process of drafting a development agreement and staff report for consideration by the Harbour East-Marine Drive Community Council.
Prior to any considerations on this matter, Harbour East-Marine Drive Community Council is required under the Halifax Regional Municipality Charter, to hold a Public Hearing. At that time, an additional opportunity for public feedback is provided. Notices of the date, time and location of the Hearing will be advertised in the future. Neighbouring property owners who received the public engagement notice, or who signed up at the open house, will receive another letter in the mail advising of the date and location of the public hearing once it is scheduled, and this webpage will also be updated.

The applicant has submitted plans required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office at 5251 Duke Street, Halifax.
