Application by 360 CAD Design Services requesting a development agreement to allow the construction of a multi-unit residential development at 44 Blissett Road in Cole Harbour (PID: 00410068).

The applicant wishes to construct a multi-unit development containing 40 units at the property located at 44 Blissett Road in Cole Harbour. The proposed multi-unit development consists of one level of underground parking and three (3) stories of residential units.

The major aspects of the proposal include:

  • A 3‑storey, 40‑unit multiple‑unit residential building.
  • An exterior landscaped amenity area with natural vegetation, as well as an interior amenity room and private balconies.
  • A total of 36 vehicle parking spaces, consisting of 34 interior spaces and 2 exterior spaces, along with indoor bicycle parking.

The Development Plans (provided below) outline the development proposal in detail, and include information related to the built form, unit layout, parking details, and driveway access.

The application will be considered under the Development Agreement process.

The application is now in the public engagement stage of the planning process. Municipal planning staff are seeking your feedback on the proposal. Your participation is important to us, and we encourage all members of the public to participate.

Opportunities to learn more and provide feedback can be provided in any of the following ways:

  • Attend the Open House, which will be held on April 7th, 2026, between 6:00p.m and 8:00p.m. at 1150 Cole Harbour Rd, Cole Harbour, NS in The Hall at Fire Station 17. The purpose of the meeting is to share and receive feedback regarding the application. Anyone is welcome to attend and participate in the open house. Planning staff and the applicant will be present to discuss the proposal and respond to questions from the public. A formal presentation will not be provided.
