10.3.1 Micromobility Vehicle Enforcement Presentation [PDF]
Motion:
That the Board of Police Commissioners for the Halifax Regional Municipality recommend the Chief Officer of Halifax Regional Police to continue participation in the RCMP H Division (Nova Scotia) Sexual Assault Investigations Review Committee process for an additional 12 months and return to the Board in February 2027 with an update and a recommendation as to continued participation.
10.3.3 Formal Adoption of BoPC Policy on Use of Force [PDF]
Motion:
That the Board of Police Commissioners for the Halifax Regional Municipality:
1. formally adopt the policy entitled Use of Force, as set forth in Attachment 1 of the staff report dated February 18, 2026, for inclusion in the Board of Police Commissioners’ Policy Manual; and,
2. request the Chief of HRP and the Chief Superintendent of HRD present to the Board on their approach to include race-based data in future use of force reporting.
10.3.4 Formal Adoption of Board of Police Commissioners Policy on Code of Conduct Complaints [PDF]
Motion:
That the Board of Police Commissioners for the Halifax Regional Municipality adopt the policy entitled Code of Conduct Complaints Regarding a Member of the Board of Police Commissioners for inclusion in the Board of Police Commissioners Policy Manual, as outlined in Attachment 1 of the staff report dated February 6, 2026.

Motion:
That the Board of Police Commissioners for Halifax Regional Municipality receive the staff report dated February 13, 2026, and an accompanying staff presentation, as information.
10.4 MEMBERS OF BOARD OF POLICE COMMISSIONERS
10.4.1 Commissioner Carter – Motion to learn what steps were taken to have HRP take on a new policing responsibility by participating in the federal gun buy back program [PDF]
Motion:
That the Board of Police Commissioners for the Halifax Regional Municipality direct the Chair of the Board the Chair of the Board of Police Commissioners, on behalf of the Board of Police Commissioners, send a letter to the Halifax Regional Municipality’s Chief Administrative Officer requesting further information regarding the Municipality’s involvement in the federal gun buy-back program, with such information to include a description of the research undertaken by the municipality in preparation to make the decision to participate and the risk factors the Municipality believes would be associated with both its continued participation in, and its termination from, the federal gun buy-back program.
