Motion:
That the Board of Police Commissioners for Halifax Regional Municipality request the Chief of Police to provide the Board of Police Commissioners with detailed information regarding HRP’s planned capital expenditures as a part of HRP’s annual budget submission.
10.3.3 Implications of New Police Bylaw on Budget to Support the Board [PDF]
Motion:
That the Board of Police Commissioners for Halifax Regional Municipality request the Commissioner of Public Safety to present to the Board a proposed budget to support the Board, prior to the budget being submitted to Regional Council for approval.
10.3.4 Formal Adoption of BoPC Policy on Body Worn Cameras [PDF]
Motion:
That the Board of Police Commissioners for the Halifax Regional Municipality adopt the policy entitled Body Worn Cameras for inclusion in the Board of Police Commissioners’ Policy Manual, as outlined in Attachment 1 of the staff report dated August 10, 2026.
10.3.5 Formal Adoption of BoPC Policy on Community Engagement and Outreach [PDF]
Motion:
That the Board of Police Commissioners for the Halifax Regional Municipality:
1. Adopt the policy entitled Community Engagement and Outreach for inclusion in the Board of Police Commissioners’ Policy Manual, as outlined in Attachment 1 of the staff report dated August 10, 2026; and
2. Remove the policies entitled Communications and Community Outreach Policy, Stakeholder Engagement, and Community Survey to Measure Trust and Confidence from the Policy Manual.
10.3.6 BoPC Policy Manual Update [PDF]
Motion:
That the Board of Police Commissioners for Halifax Regional Municipality adopt the updated Policy Manual, as outlined in Attachment 1 of the staff report dated August 10, 2026.
10.4 MEMBERS OF BOARD OF POLICE COMMISSIONERS
10.4.1 Commissioner Beswick-Escanlar - Monthly statistical reporting from Halifax Regional Police and RCMP Halifax Regional Detachment to the BoPC [PDF]
Motion:
That the Board of Police Commissioners for the Halifax Regional Municipality direct the Chief Officer of the Halifax Regional Police and request that the Officer in Charge of the Royal Canadian Mounted Police Halifax Regional Detachment prepare monthly statistical reports to the BoPC that include, for the previous calendar month, and for the same calendar month in the previous two years:
a. total number of calls for policing services
b. number of new files opened which involve intimate partner violence (IPV)
c. number of IPV cases newly deemed high risk, using the Ontario Domestic Assault Risk Assessment (ODARA)
d. number of traffic stops performed
e. number of Motor Vehicle Act tickets issued
The report should include an assessment of the reasons contributing to the above numbers, such as changes in resources (e.g. staffing, funding) dedicated to these areas.
