Motion:
That Halifax Regional Council direct and authorize the Chief Administrative Officer to execute the Contribution Agreement between United Way Halifax Region (UWH) and Halifax Regional Municipality as per Attachment 1 of the staff report dated August 16, 2020.

11.1.4 Second Reading Proposed By-law P-1202, an Amendment to By-law P-1200, Respecting On-Street Parking Permits - Parking Permit By-law Changes and Proposed Amendments to Administrative Order 15, Respecting License, Permit and Processing Fees [PDF]

That Halifax Regional Council adopt:
1. By-law P-1202, the purpose of which is to amend By-law P-1200, the On-Street Parking Permits By- law, as set out in Attachment B to the staff report dated November 26, 2020; and
2. Amending Administrative Order 15, the purpose of which is to amend section 9A of Administrative Order 15, Respecting License, Permit and Processing Fees, as set out in Attachment D to the staff report dated November 26, 2020.

Motion:
That Halifax Regional Council approve an increase to the contract with Strum Environmental Ltd. (PO 2070837986) in the amount of $31,691 (net HST included) with funding from CP200002 Halifax Commons Upgrades as outlined in the Financial Implications section of the staff report dated December 7, 2020.

11.1.6 Case 20396 – Planning Policy Review of the Burnside Comprehensive Development District* [PDF]

That Halifax Regional Council direct the Chief Administrative Officer to: 
1. Initiate a process to consider amendments to the Secondary Municipal Planning Strategy for Dartmouth to ensure the Burnside Comprehensive Development District policies carry out the goals and direction found in the Regional Municipal Planning Strategy and the Integrated Mobility Plan as described in the staff report dated November 18, 2020; and
2. Direct staff to follow the public participation program described in the Community Engagement section of the staff report dated November 18, 2020.

11.1.7 Proposed Amendments to Administrative Order 2018-010-ADM, Respecting Interim Grants to Community Museums - Proposed Addition of Capital Grant Awards Category [PDF]

That Halifax Regional Council adopt the amendments to Administrative Order 2018-010-ADM, Respecting Interim Grants to Community Museums, as detailed in Attachment 1 of the staff report dated October 1, 2020.

11.1.8 Appointment of Building Official January 2021* [PDF]
Motion:
That Halifax Regional Council appoint Adrian Cleveland as a Building Official, pursuant to Section 5(2) of the Nova Scotia Building Code Act. This appointment is effective for the duration of their assignment to the duties of a Building Official with Halifax Regional Municipality. 

11.1.9 Case 23285 – Regional Municipal Planning Strategy and Land Use By-law Amendments for 5853 College Street, Halifax - REVISED [PDF]
Motion:
That Halifax Regional Council give First Reading to consider the proposed amendments to the Regional Municipal Planning Strategy (RMPS) and Land Use By-law (LUB) for Halifax Peninsula, as set out in Attachments A and B of the staff report dated December 18, 2020, to allow the development of an emergency shelter, shared housing use, multiple unit residential use and community facility use at 5853 College Street, Halifax, and schedule a public hearing.

11.3.1 Second Reading Proposed By-law U-107, an Amendment to By-law U-100, Respecting User Charges - Child Transit Fares and Housekeeping Amendments

That Halifax Regional Council:
1. Adopt By-law U-107, the purpose of which is to amend Schedule 1 of By-law U-100, the User Charges By-law, establishing a permanent fare change for children twelve years of age and under, and adopting several housekeeping changes, as set out in Attachment E of the staff report dated August 10, 2020.
2. Direct the Chief Administrative Officer to prepare a staff report considering the potential for discounting bulk purchases of single transit fares (ie tickets) for both non-profit agencies, and promotional events. 

11.4 HALIFAX AND WEST COMMUNITY COUNCIL
11.4.1 Case 22332 – Amendments to the Halifax Municipal Planning Strategy and Land Use By-law for Halifax Mainland near Dunbrack Street, Halifax

In accordance with Administrative Order 1 section 59 (1) the following staff recommendation is presented for consideration:

That Halifax Regional Council give First Reading to consider the proposed amendments to the Halifax Municipal Planning Strategy and the Land Use By-law for Halifax Mainland, as set out in Attachments A and B of the staff report dated October 15, 2020, to create a new designation and zone to permit high density redevelopment near Dunbrack and Willett Streets, to amend the zoning for low-density residential properties to better match existing development, and to rezone parkland to the Park and Institutional Zone, and schedule a public hearing.

11.6.1 Councillor Cleary - Temporary Rock Breaking/Crushing Permit Process

Motion:
That Halifax Regional Council request a staff report on a Permit Process for Temporary Rock Breaking/Crushing for landscaping and site prep work involving rock breaking/crushing on private property. The report is to consider environmental impact of the rock breaking/crushing (air quality/dust mitigation, protection of water bodies, etc.) as well as issues with noise, duration of rock breaking/crushing, and whether a municipal engineer and/or provincial Department of Environment should be engaged to review the proposed project and property for stability, safety, and other factors prior to permitting temporary rock breaking/crushing activity.

11.6.2 Councillor Cleary - Creation of Bylaw for Demolition Permits [PDF]
Motion:
That Halifax Regional Council request a staff report on a Bylaw for a Permit Process covering demolitions of buildings that include leased units to ensure demolition permits are not granted until such time as municipal staff are satisfied that the provincial Residential Tenancies eviction order process has reached its conclusion, including any appeals that are lawfully made by tenants.

Motion:

That Halifax Regional Council request a staff report to include costs and potential funding sources on building community connector roads for neighborhoods restricted by limited emergency access routes, whereas climate change, drought, and absence of piped fire hydrants pose increased risk to life and property.
