What is the Strategic Plan?

The Strategic Plan is the municipality’s roadmap for the next four years. It explains our vision, mission, and values, and sets out the main priorities we’ll focus on. The plan is created at the start of each Regional Council term and helps guide how resources are used. It highlights the most important needs of the community and allows Council and staff to concentrate their efforts on those areas.

How was the Strategic Plan Developed?

The plan was put together by the municipality’s Corporate Planning & Performance team. It’s based on feedback from residents, including the 2024 Resident Survey. Members of Halifax Regional Council, the Chief Administrative Officer, senior staff, and other partners such as Halifax Public Libraries, Halifax Partnership, Halifax Water, RCMP Halifax Regional Detachment, and Discover Halifax also took part in workshops to shape and refine the plan.

What is the Resident Survey?

The Resident Survey provides residents the opportunity to share their feedback on municipal priorities, their satisfaction with municipal services and their thoughts on potential and proposed changes and improvements – as well as other key issues impacting communities across the region. The results of the Resident Survey are used to measure performance and guide strategic policy and planning decisions. The most recent survey was the 2024 Resident Survey. How is the Strategic Plan connected to Budget and Business Plans?

The Strategic Plan guides how money and resources are allocated each year. An accompanying Action Plan lists the major projects and initiatives we’ll carry out to meet the Strategic Plan’s goals. Each municipal business unit builds its annual Budget and Business Plan based on the actions in the Action Plan, ensuring their work supports the overall strategic priorities.

What is a Strategic Lens and how are they different from the Priorities?

Strategic lenses are perspectives we use to look at problems and decisions. They help make sure the resident experience is always considered in our work. Priorities are the specific areas where Halifax Regional Council wants to make changes or focus municipal resources during the four-year plan.

What is the difference between a Goal, a Result and an Action?
  • Goal: An objective the municipality will work towards achieving.
  • Result: The outcome that shows that there has been progress towards achieving the goal.
  • Action: The specific projects or initiatives the municipality will carry out to reach the goal.
