The Halifax Regional Municipality and the Halifax Regional Centre for Education (HRCE) have ratified a new five-year supplementary education funding agreement that reinforces a shared commitment to student learning through enhanced programming across the municipality.
Supplementary funding is used to support fine arts and music programming for the HRCE and the Conseil scolaire acadien provincial (CSAP) programs in the Halifax region.
The municipality’s continued commitment to supplementary education funding exists alongside substantial and sustained growth in provincially mandated education contributions. The Halifax Regional Municipality is the only municipality in Nova Scotia to provide supplementary education funding, in addition to mandatory education provincial contributions.
Key highlights of the agreement
- Sustained investment: The agreement prioritizes enhanced music and fine arts programming for students, which have been a longstanding part of this agreement. Funding for social work and library support will be transitioned out of this agreement over a period of five years, with full implementation by Aug. 31, 2031, and there will be a renewed focus on the original enhanced programming.
- Accountability and communication: HRCE will continue to highlight the partnership with the municipality, how supplementary funding is allocated, and the impact it has on students and school communities through a public brochure to families, and an annual report to the municipality. Going forward, HRCE will also make an annual presentation to Regional Council.
- Commitment to equity: The agreement reaffirms the commitment to ensure programs are distributed equitably across the municipality and continue to support students from historically marginalized communities.
This agreement maintains meaningful support to supplementary educational programming, while recognizing the broader commitment to fiscal sustainability and long-term affordability for the municipality. This renewed agreement maintains deep support to enhanced fine arts and music opportunities for students beyond provincially funded core programming.
The new agreement takes effect immediately and will guide supplementary education funding through March 31, 2031.

La municipalité régionale d’Halifax et le Halifax Regional Centre for Education ratifient une nouvelle entente de financement supplémentaire en éducation de cinq ans
La municipalité régionale d’Halifax et le Halifax Regional Centre for Education (HRCE) ont ratifié une nouvelle entente de financement supplémentaire en éducation de cinq ans qui renforce un engagement commun à l’égard de l’apprentissage des élèves grâce à des programmes améliorés dans l’ensemble de la municipalité.
Des fonds supplémentaires sont utilisés pour appuyer les programmes de beaux-arts et de musique du HRCE et du Conseil scolaire acadien provincial dans la région d’Halifax.
L’engagement continu de la municipalité à l’égard d’un financement supplémentaire en éducation s’accompagne d’une croissance importante et soutenue des contributions en éducation mandatées par la province. La municipalité régionale d’Halifax est la seule en Nouvelle-Écosse à fournir un financement supplémentaire en éducation, en plus des contributions provinciales obligatoires en éducation.
Principaux points saillants de l’entente
- Investissement soutenu : Dans le cadre de l’entente, la priorité est accordée à l’amélioration des programmes de musique et de beaux-arts pour les étudiants, qui font partie intégrante de cette entente depuis longtemps. Le financement du travail social et du soutien aux bibliothèques sera graduellement retiré de cette entente sur une période de cinq ans, le financement se terminant au plus tard le 31 août 2031, et l’accent sera mis de nouveau sur les programmes originaux améliorés.
- Responsabilité et communication : Le HRCE continuera de souligner le partenariat avec la municipalité, la façon dont le financement supplémentaire est attribué et l’incidence qu’il a sur les élèves et les communautés scolaires au moyen d’un dépliant public à l’intention des familles et d’un rapport annuel à la municipalité. Par la suite, HRCE fera également une présentation annuelle au Conseil régional.
- Engagement envers l’équité : L’entente réaffirme l’engagement de veiller à ce que les programmes soient répartis équitablement dans la municipalité et qu’ils continuent de soutenir les étudiants des communautés marginalisées depuis longtemps.
Cette entente continue de soutenir de manière importante les programmes d’éducation supplémentaires, tout en reconnaissant l’engagement général envers la viabilité financière et l’abordabilité à long terme pour la municipalité. Cette entente renouvelée maintient son solide appui à l’amélioration des possibilités liées aux beaux-arts et à la musique pour les étudiants, en plus des programmes de base financés par la province.
La nouvelle entente entre en vigueur immédiatement et orientera le financement supplémentaire en éducation jusqu’au 31 mars 2031.
