Teal Architects and Planners Inc. is applying, on behalf of the property owner, for substantive amendments to an existing development agreement for the reconfiguration of a previously approved multi-unit building, townhomes, and surface parking, at PIDs 40096133 and 40096364, Lynnett Road, Spryfield.
Proposal
The applicant wishes to reconfigure on the property a previously approved multi-unit building (40 units), townhomes (6 units), and surface parking, due to site planning and grading constraints on the land.
The major aspects of the proposal are as follows:
Multi-unit building
• No change in unit count (will remain at 40 units), and the building will remain the same materials, size and footprint- the proposal is to move it roughly 60 feet south-east on the lot.
• The applicant is also seeking to have two options integrated in the development agreement for flexibility of parking due to expected grade issues and expenses during construction.
o Option A: all parking to be located at grade/on the surface in rear of building.
o Option B: between 12-20 parking spaces to be located under the building, screened from view, and the reminder of required spaces at grade/on the surface in rear of building.
Townhomes
• No change in dwelling count (will remain at 6 dwelling units). The townhomes are proposed to be moved from the rear of the lot, to the front on either side of a newly proposed cul-de-sac bulb on the end of Lynnett Drive. The bulb is proposed to help with emergency service maneuverability and ease vehicular circulation.
Phasing
• The existing development agreement divides the project into phases. The applicant is seeking a small change to the boundary line between Phase 1 and Phase 2 to reflect the repositioning of the buildings.
The Development Plans (provided below) outline the development proposal in detail, and include information related to the proposal rationale and building layout.
Process
The application will be considered under the Development Agreement Amendment process.
Status
Staff are undertaking a detailed review of the application.
Documents Submitted for Evaluation
The applicant has submitted plans and studies required by municipal staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Dartmouth.
