Armco Capital Inc. is applying to amend an existing development agreement to permit 64 stacked semi-unit dwellings within 16 buildings on PIDs 41292137, 41291758, 41290925, and 41290917 in Middle Sackville. 

Proposal

The applicant wishes to make an amendment to the existing development agreement (DA) to permit the construction of 64 stacked semi-detached units within 16 buildings on the subject sites (PIDs 41292137, 41291758, 41290925, and 41290917). These properties are currently included in the existing development agreement, which allowed for the subdivision and construction of the Sunset Ridge neighbourhood (Case Number 01027) but are not identified in the existing DA for development.

The major aspects of the proposal are as follows:

  • 64 stacked semi-detached units between 16 buildings which meet the built form requirements of the R-2 (Two Unit Dwelling) zone in the Sackville Land Use By-law;
  • The dwellings are accessed via seven separate ‘shared access’ driveways between the four PIDs;
  • The stacked semi-detached units will use shared, cluster parking off of the shared access driveway;
  • The buildings have setbacks from adjacent properties ranging from 5 metres to 6.1 metres; and
  • The dwellings are currently proposed to be provided as rentals.

The Development Plans (provided below) outline the development proposal in detail, and include information related to proposed building locations, parking locations, and driveway access.

Process

The application will be considered under the process for substantial alterations to a Development Agreement

This process includes a Public Information Meeting and ultimately, toward the conclusion of the process, a Public Hearing where the North West Community Council will hear from the public and consider the application.

Status

The public engagement phase of this application ran until June 12, 2026, including a public open house held on May 27, 2026. With the public engagement phase now closed, staff will begin preparing a report for Community Council, which will include all feedback provided by the public throughout the public engagement phase. Members of the public may still provide feedback moving forward by reaching out to the planner at the contact information listed below. Once the staff report is finalized and ready for consideration, a public hearing date will be set. This website will be updated to outline the date for the public hearing, as well as the creation of a mail out to the surrounding area to inform the community of the hearing. All members of the public are encouraged to participate in the public hearing.  

Documents Submitted for Evaluation

The applicant has submitted plans and studies required by municipal staff to properly evaluate the application. The documents are also available for review at the Planning Applications office at Duke Tower in Halifax.
