NOTICE OF PUBLIC HEARING

Request
Zzap Consulting is requesting, on behalf of the landowner of 23-28 Novawood Drive in Dartmouth (PIDs 00259820, 00259812, 00227629, and 00227611) to rezone and enter into a development agreement for the development of two five-storey multi-unit residential buildings.
Proposal
The applicant wishes to rezone the lands from Two Family Residential (R-2) to Multiple Family Residential (R-3) and to enter into a development agreement in order to allow for the development of two 5-storey multi-unit residential buildings. The major aspects of the proposal are as follows:
- Two 5-storey multi unit residential buildings
- Building A – 55 residential units
- Building B – 50 residential units
The Development Plans (provided below) outline the development proposal in detail, and include information related to location of proposed buildings, parking locations, driveway access, elevations and preliminary servicing.

Status
A public hearing will be held by Harbour East - Marine Drive Community Council on May 7, 2026 at 6:00 p.m. at HEMDCC Meeting Space, Main Floor Alderney Landing, 60 Alderney Drive, Dartmouth, NS.
All oral and written submissions will be considered at that time. Written submissions are welcomed and encouraged in advance of the hearing itself. These submissions are distributed to all Councillors and considered at the time of their decision. Written submissions may be forwarded to the Municipal Clerk by e-mail; by fax, 902-490-4208; or by mail, P.O. Box 1749, Halifax, NS, B3J 3A5. Written submissions must be received by the Municipal Clerk’s Office as early as possible and not later than 3:00 p.m. on May 7, 2026. Please allow sufficient time for delivery.
