Application by Sightline Planning + Approvals, on behalf of Vanguard Developments Inc., to develop 72 semi-detached lots, and 1 single unit lot with a total of 73 main dwelling units. The proposed uses include other applicable accessory uses at PID 40000382 off Lockwood Avenue, Herring Cove.

The applicant wishes to develop PID 40000382 with two unit dwellings on a new public streets. The major aspects of the proposal are as follows:
•    Proposed street extension off Lockwood Avenue;
•    A total of 73 proposed units;
•    Proposed street connection to a residential subdivision on the abutting parcel to the east, which was recently approved (PLANAPP-2023-00563); and 
•    Retention of an existing wetland and proposed open space.

The revised Development Plans (provided below) outline the current development proposal in detail, and include information related to the proposed concept plan, rationale letter, wetlands alteration application, preliminary stormwater management and servicing information.

Process

The application will be considered under the Development Agreement Process.

Status

This application has been reviewed by internal HRM Departments such as Development Engineering, Land Development & Subdivision, Planning Applications, Environment & Climate Change, Transit, Civic Addressing, and Parkland Planning, as well as external agencies such as Halifax Water, NS Power, the NS Department of Communities, Tourism, Culture, and Heritage, and Halifax Regional Centre for Education.

This application is currently in the public consultation phase of the planning application. Following consultation the planner will analyse the input from the public and review teams and create a development agreement. After review of the agreement by the review team and applicant a staff recommendation report will be prepared for North West Community Council. Should Council decide the matter will proceed to public hearing a date will be set and public notification will be given.
