Request

Application by Sightline Planning and Approvals, on behalf of the property owner, to rezone lands at 1246 Ketch Harbour Road (PID: 00391169) from P-5 (Special Facility) Zone to R-6 (Rural Residential) Zone and C-2 (General Business) Zone to permit future residential development.

The applicant is requesting to rezone lands at 1246 Ketch Harbour Road (PID: 00391169) from P-5 (Special Facility) Zone to C-2 (General Business) Zone and R-6 (Rural Residential) Zone to create 5 new lots. Rezoning from the P-5 zone to the R-6 zone would allow the applicant to construct a two-unit dwelling with a secondary suite and a backyard suite on each of the proposed R-6 lots. The applicant is further requesting to rezone one of the proposed 5 lots from P-5 to C-2 to enable the conversion of an existing structure (previous telecommunications facility) into residential dwelling units and potentially additional commercial space. Please note that the conversation to residential dwelling units, beyond what is permitted in the C-2 zone, would be through a separate planning application process.

Examples of uses permitted in the R-6 zone include but are not limited to single unit dwellings, two unit dwellings, private hunting and fishing camps, shared housing use with 10 or fewer bedrooms in conjunction with a permitted dwelling.

Examples of uses permitted in the C-2 zone include retail stores, grocery stores, service and personal service shops, offices and banks and financial institutions.

The major aspects of the proposal are as follows:

  1. A request to rezone the proposed Lot 2 from P-5 (Special Facility) Zone to C-2 (General Business) Zone with the intent to convert an existing structure (old telecommunications facility) into residential dwelling units and potentially commercial space.
  2. A request to rezone Proposed Lots 1, 3, 6, and 7 from P-5 (Special Facility) Zone to R-6 (Rural Residential) Zone.

The Development Plans (provided below) outline the general areas proposed for subdivision and rezoning.

Process

The application will be considered under the process of a rezoning.

This process includes Public Engagement and a formal Public Hearing where the Halifax and West Community Council will hear from the public and consider the application.

Status

A public hearing will be held by North West Community Council on April 21, 2026 at 6:00 p.m. at Halifax City Hall (Council Chamber), 1841 Argyle Street, Halifax, NS.

All oral and written submissions will be considered at that time. Written submissions are welcomed and encouraged in advance of the hearing itself. These submissions are distributed to all Councillors and considered at the time of their decision. Written submissions may be forwarded to the Municipal Clerk by e-mail; by fax, 902-490-4208; or by mail, P.O. Box 1749, Halifax, NS, B3J 3A5. Written submissions must be received by the Municipal Clerk’s Office as early as possible and not later than 3:00 p.m. on April 21, 2026. Please allow sufficient time for delivery.
