HALIFAX AND WEST COMMUNITY COUNCIL
TAKE NOTICE THAT Halifax and West Community Council did, on Tuesday, September 16, 2025, approve the application to rezone PIDs 40179202 & 00208280 on Craigmore Drive, Halifax from R-1 (Single family dwelling) Zone to R-3 (General Residential and Low Rise Apartment) Zone to develop a three-storey 10 unit residential building on each lot for a total of 20 units.
Request
Request by Citra Cliffs to rezone PIDs 40179202 & 00208280 on Craigmore Drive, Halifax from R-1 (Single family dwelling) to R-3 (General Residential and Low Rise Apartment) Zone to develop a condominium building with a 3-storey height.
Proposal
The proposed rezoning to the R-3 zone of the Halifax Mainland Land Use By-law would allow the property to be used for any use permitted in the R-3 Zone. However, the applicant wishes to rezone the properties (PIDs 40179202 & 00208280) at Craigmore Drive, Halifax to construct a 10-unit condominium with 3 storey height.
The major aspects of the proposal are as follows:
• Rezoning both the properties from R-1 (Single family dwelling) to R-3 (General Residential and Low Rise Apartment);
• A 3-storey condominium with 10 units on each of the two lots (a total of 20 units);
• A Shared driveway and parking as per the R-3 zone requirements.
The Development Plans (provided below) outline the development proposal in detail, and include information related to project rationale, site plan, floor plans and supplemental information.
Process
The application will be considered under the Rezoning process.

PLANAPP 2024-03126 - Application by Citra Cliffs to rezone PIDs 40179202 & 00208280 on Craigmore Drive, Halifax from R-1 (Single family dwelling) Zone to R-3 (General Residential and Low Rise Apartment) Zone to develop a three storey 10 unit residential building on each lot for a total of 20 units.
Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen (14) days of the publishing of this notice, appeal to the Nova Scotia Regulatory and Appeals Board (902.424.4448) in accordance with the provisions of the Halifax Regional Municipality Charter.
This notice was posted to this site on September 17, 2025 in accordance with the requirements of the Halifax Regional Municipality Charter.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Halifax.
