Application from Zzap Consulting Inc., on behalf of the property owner, to enter into a development to construct a mixed-use commercial and multiple-unit residential development.
Proposal
To construct a mixed-use commercial and multi-unit residential development.
The major aspects of the proposal are as follows:
- Four residential buildings ranging from six to ten storeys;
- One mixed-use residential and commercial building. Commercial portion is one storey, residential portion ranging from six to twelve storeys;
- 413 residential units;
- 4,181 square metres of commercial space;
- Two driveway access points: one on Sackville Drive and one on Armoyan Drive;
- Network of pedestrian walkways; and,
- Requirements for development near and within the Little Sackville River Floodplain.
The Development Plans (provided below) outline the development proposal in detail, and include information related to the project rationale, traffic impact, servicing, stormwater and floodplains.
Process
The application will be considered under the Development Agreement process.
Status
Public engagement has concluded for this application and a summary of the feedback received can be found here . Next steps involve the applicant submitting a revised proposal responding to staff’s feedback on the first submission and beginning the negotiation process for the development agreement.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office at 5251 Duke Street, Halifax, Suite 300.
