H00526 - 1608 Hammonds Plains Rd Heritage Registration
THAT Halifax Regional Council direct the Chief Administrative Officer to provide a staff report examining the potential for including 1608 Hammonds Plains Road in the registry of heritage properties for Halifax Regional Municipality. The report should be referred to the Heritage Advisory Committee for evaluation.

Establishment of a Rural Action Committee
THAT Halifax Regional Council direct the Chief Administrative Officer (CAO) to develop a staff report and recommendations with respect to the establishment of a “Rural Action Committee.” The report should include recommendations for consultations with residents in rural communities that would include HRM and neighbouring Councillors, municipal staff, and representatives of rural areas.

Regional Plan Review – Texaco Refinery-Valero Lands
THAT Halifax Regional Council recommend that the Chief Administrative Officer be directed to prepare a staff report on the process and implications of including industrial and waterfront lands in Eastern Passage (known as former Texaco Refinery/Valero Lands) for future growth and municipal interest areas.

2022 MUNICIPAL DISTRICT BOUNDARY REVIEW – District Boundary Review Panel
Regional Council approved a motion to establish a District Boundary Resident Review Panel reporting to Regional Council through Executive Standing Committee to conduct Phase II of the 2022 Municipal District Boundary Review process and to direct the CAO to commence a targeted recruitment campaign for the District Boundary Resident Review Panel in February 2022.

Hammonds Plains Community Plan
Regional Council approved a motion to direct the CAO to prepare a staff report to determine the historic boundaries of Hammonds Plains, founded in 1786, to begin the process to develop a comprehensive community plan. This staff report will help understand the vision for this growing community.

French Village Conservation Woodland Protection
That Halifax Regional Council approved a motion to direct the CAO to prepare a staff report to request the Province of Nova Scotia consider the protection of the 27 acres of French Village Conservation Woodland (PID 00506428) from St. Paul’s Anglican Church, 71 St. Pauls Lane, French Village to the wetlands east of Brine Lake and include it in the registry of Nova Scotia Protected Areas.

Implementation Plan for 10 National Disaster Mitigation Program
THAT Halifax Regional Council... 3. Direct the Chief Administrative Officer to develop an implementation plan for the 10 National Disaster Mitigation Program projects set forth in the Discussion section of the staff report dated January 19, 2022, which considers opportunities within HRM’s Street Recapitalization Program, HalifACT, and the Halifax Water capital plan.

Petition – Rename Coon Pond
THAT Halifax Regional Council direct the Chief Administrative Officer (CAO) to provide a staff report to rename the body of water currently known as “Coon Pond” in Westwood Hills subdivision in Upper Tantallon, Nova Scotia. The report should include the necessary steps to follow the provincial name change process of a provincial body of water.

HRM Co-Created Community Plan Development and Implementation
THAT Halifax Regional Council direct the Chief Administrative Officer (CAO) to provide a staff report to return to Council with a new administrative process for HRM to follow with regards to the development and implementation of a new policy approach to support the co-creation of community plans with community including recommendations on resources needed for implementation of approved plans

Amendments to Modernize By-law P-600 - Respecting Municipal Parks
THAT Halifax Regional Council direct the Chief Administrative Officer (CAO) to provide a staff report with corresponding amendments to modernize By-law P-600, Respecting Municipal Parks, including recommendations for fines for overnight mooring, overnight camping, commercial fishing use, and compliance plan.

Update on Region Wide Approach to Shared Housing
THAT Halifax Regional Council direct the Chief Administrative Officer (CAO) to prepare a staff report providing an update on the Region Wide Approach to Shared Housing within the first 18 months of the amendments being considered in effect. The report should assess the implementation of the amendments, including the impact on parking availability, explore lessons learned, and address any necessary housekeeping amendments.

Status of Provincial Municipal Service Exchange - Timeline and Steps
THAT Halifax Regional Council direct the Chief Administrative Officer to provide a staff report on the status of the Provincial Municipal Service Exchange Agreement, including timeline of next steps, prior to the draft agreement being submitted to the Province.

AO 58 - NDAs for Municipal Employees
THAT Halifax Regional Council direct the Chief Administrative Officer to prepare a staff report to amend Administrative Order 58, the Delegation of Certain Authorities Administrative Order, the purpose of which is to establish the requirement for Regional Council to receive a written copy of all Non-Disclosure Agreements prior to HRM’s Chief Administrative Officer and any staff member signing NDAs.

Nov 30, 2022

That the Heritage Advisory Committee recommend that Regional Council:
1. Set a date for a heritage hearing to consider the inclusion of the subject property in the Registry of Heritage Property for the Halifax Regional Municipality; and
2. Approve the request to include 1608 Hammonds Plains Road in the Registry of Heritage Property for the Halifax Regional Municipality, as shown on Map 1 of the November 23, 2022 report, as a municipal heritage property under the Heritage Property Act.
