On December 1, 2025, Halifax and West Community Council approved the application to enter into a development agreement to expand the capacity of an existing childcare from 14 to 40 children at 110 Frederick Avenue, Fairview.

Request

Application for a development agreement to expand the capacity of an existing day care from 14 to 40 children at 110 Frederick Avenue, Fairview.

Proposal

The existing childcare facility, Bean Sprouts Child Care Centre, currently has a maximum capacity of 14 children, as permitted under the Halifax Mainland Land Use By-law. The owner is seeking approval to increase the capacity to 40 children. No exterior alterations or changes to the existing house is proposed as part of this expansion.

Section 3.20 of the Halifax Municipal Planning Strategy’s Implementation Policies allows for “child care centres” that do not meet existing Land Use By-law regulations to be considered by a development agreement contract with the HRM.

The Development Plans (provided below) outline the development proposal in detail and include information related to the traffic and street analysis.

Process

The application will be considered under the Development Agreement process.

TAKE NOTICE THAT Halifax and West Community Council did, on Monday, December 1, 2025, approve the following:

PLANAPP 2025-00730 - Application for a development agreement to expand the capacity of an existing childcare from 14 to 40 children at 110 Frederick Avenue, Fairview.

Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen days of the publishing of this notice on the HRM website, appeal to the Nova Scotia Utility and Review Board (902.424.4448), in accordance with the provisions of the Halifax Regional Municipality Charter.

This notice was posted to this site on December 2, 2025 in accordance with the requirements of the Halifax Regional Municipality Charter.

Documents Submitted for Evaluation

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Halifax.
