HARBOUR EAST – MARINE DRIVE COMMUNITY COUNCIL
On February 9, 2026, Harbour East - Drive Community Council approved the application to enter into a development agreement to allow a 14-storey mixed-use building containing 105 residential units at 247 Main Street, Dartmouth.
This application has a new case number. This application was previously referenced as Case 24654.
Request
JHAL Ltd., on behalf of the property owner, is requesting to enter into a development agreement to allow a 14-storey mixed-use building containing 105 residential units at 247 Main Street, Dartmouth.
Proposal
The applicant wishes to enter into a development agreement to construct a 14-storey mixed-use building containing 105 residential units, amenity space and commercial space. The original application has been changed and major aspects of the revised proposal are as follows:
- 14-storey building with 105 dwelling units;
- 80% lot coverage
- ground-floor commercial as permitted to service building occupants;
- underground parking containing vehicle and bicycle parking spaces entered from Kuhn Road;
- Indoor and outdoor amenity space for use by building occupants;
- Proposed access off HRM owned portion of Kuhn Road; and
- Property owner is required to extend wastewater service (sanitary sewer) to the site.
The Development Plans (provided below) outline the development proposal in detail, and include information related to the proposed building, driveway access, landscaping, site servicing, and amenity space.
Process
The application will be considered under the Development Agreement Process.

TAKE NOTICE THAT Harbour East – Marine Drive Community Council did, on Monday, February 9, 2026, approve the following:
PLANAPP 2023-00324 - JHAL Ltd., on behalf of the property owner, is requesting to enter into a development agreement to allow a 14-storey mixed-use building containing 105 residential units at 247 Main Street, Dartmouth.
Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen days of the publishing of this notice on the HRM website, appeal to the Nova Scotia Regulatory and Appeals Board (902.424.4448), in accordance with the provisions of the Halifax Regional Municipality Charter.
This notice was posted to this site on February 10, 2026 in accordance with the requirements of the Halifax Regional Municipality Charter.
