High-Risk Offender Release Notification

Following the High Risk Offender Information Protocol (http://novascotia.ca/just/publications/docs/High-Risk-Offender-Protocol-2012.pdf), HRM Partners in Policing are providing information to all citizens of Nova Scotia, particularly those living in Halifax Regional Municipality, about an individual residing in our community who is deemed a high risk to re-offend.

Fifty-five-year-old Michael Gerard Cooper was released from a federal penitentiary earlier this morning after serving a full 7-year sentence for two convictions of impaired driving causing death. Mr. Cooper indicated that he will reside in Halifax Regional Municipality upon being released. As part of his release, Mr. Cooper is under numerous conditions: abstain from the consumption, purchase and possession of alcohol; abstain from entering any place where alcohol is sold or consumed as the primary source of business; and remain in his residence every day between the hours of 9 p.m. and 6 a.m. Additionally, Mr. Cooper is under a lifetime driving prohibition, so he cannot legally operate any motor vehicle on any highway in Canada. There is a concern that Mr. Cooper may re-offend.

In addition to the sentence he just completed, Cooper has past convictions for a number of other crimes. His criminal record dates back to 1975. He is described as a white man, 6’3”, 250 lbs., with grey hair, brown eyes, a full beard and he wears glasses.

This information is provided to alert members of the public of his presence in our community. Any form of vigilante activity or other unreasonable conduct will not be tolerated.
