Motion: 
That Halifax Regional Council:
1. Adopt Administrative Order 2019-002-ADM, Respecting Recreation Rates, as set out in Appendix A of the staff report dated February 19, 2019;
2. Pursuant to the Recreation Rates Administrative Order and subject to 2019-20 budget,
a. Approve proposed rental rates for all-weather fields, sport fields, sport courts, ball diamonds, recreation facility room rentals and gymnasium rentals, effective April 1, 2019, as attached at Appendix B of the staff report dated February 19, 2019;
b. Approve proposed updated Sport Field and Ball Diamond classifications and service standards effective April 1, 2019, as outlined in Appendix C and Appendix D of the staff report dated February 19, 2019;
c. Maintain 2017/18 ice rates for all HRM and Nustadia operated arenas for the Spring/Summer 2019 season;
d. Maintain 2017/18 dry-floor rates for all HRM and Nustadia operated arenas for the Spring/Summer 2019 season;
e. Approve new ice and dry-floor arena rates for all HRM and Nustadia operated arenas effective September 1, 2019, as attached at Appendix B of the staff report dated February 19, 2019; and
3. Adopt amendments to Administrative Order 58, the Delegation of Certain Authorities Administrative Order, as set out in Appendix H of the staff report dated February 19, 2019.

That Halifax Regional Council adopt the proposed amendments to Administrative Order 29 Respecting Civic Addressing Policies in order to approve:
1. the naming of eight new private lanes as identified in Attachment A and Maps 1, 2, 3, 4, 5, 6 and 7 of the staff report dated January 2, 2019; and
2. the naming of a public street in Halifax as identified in Attachment A and Map 8 of the staff report dated January 2, 2019.

Motion:
That Halifax Regional Council authorize the CAO to proceed with procurement of Constructor services, substantially based on the 90% construction design plan (Attachment A of the report dated February 8, 2019) with funding from Project Account CT000007 Cogswell Interchange Redevelopment, as outlined in the Financial Implications section of the report dated February 8, 2019, and return to Regional Council for approval of the contract award.

That Halifax Regional Council authorize the Canada Games Centre Society (Halifax) to enter into a less than market value lease agreement with Canadian Sport Centre Atlantic Society for the premises in the Canada Games Centre located at 26 Thomas Raddall Drive with terms and conditions consistent with Table 1 of the staff report dated January 25, 2019.
