14.1 CHIEF ADMINISTRATIVE OFFICER
14.1.1
Second Reading Proposed By-law S-501 an Amendment to By-law S-500 Respecting Charges for Solar City Program  [PDF]
Motion:
That Halifax Regional Council:
1. adopt By-law S-501, amending By-law S-500, the Solar City By-law as set out in Attachment 2 of the staff report dated December 5, 2018; and
2. adopt the amendments to Administrative Order 15, License, Permits and Processing Fees Administrative Order, as set out in Attachment 4 of the staff report dated December 5, 2018. 

14.1.2 Utilizing Wetland Compensation Funding for Municipal Projects [PDF]
Motion:
That Halifax Regional Council direct staff to prepare and maintain a list of HRM-based potential wetland projects where wetland compensation funding, collected by Nova Scotia Environment, could be readily directed, and to share this information with Nova Scotia Environment.  

14.1.3 Second Reading Proposed By-law S-447 an Amendment to By-law S-400 Respecting Charges for Street Improvements  [PDF]
Motion:
That Halifax Regional Council:
1. approve the 2017 Local Improvement Charges as outlined in Attachment 1 of the staff report dated October 2, 2018; and
2. adopt By-law S-447, amending By-law S-400, the Street Improvement By-law as set out in Attachment 1 of the staff report dated October 2, 2018. 

14.1.4 Case 21937 – Regional Municipal Planning Strategy Amendments to enable amendments to the existing Development Agreement for Seven Lakes Development, Porters Lake [PDF]
Motion:
That Halifax Regional Council direct staff to:
1. Initiate a process to consider amendments to the Regional Municipal Planning Strategy pertaining to the Seven Lakes Development, Porters Lake, to enable the consideration of substantive and non-substantive development agreement amendments in accordance with the policies in effect at the time the development agreement was approved;
2. Initiate a process to consider amendments to the Regional Municipal Planning Strategy pertaining to all existing Conservation Design Developments, to enable the consideration of non-substantive amendments, in accordance with the policies in effect at the time the development agreement was approved; and
3. Follow the public participation program as outlined in the Community Engagement section of the staff report dated December 4, 2018.   

14.1.5 Recycling Agreement with the Municipality of Chester [PDF]
Motion:
That Halifax Regional Council authorize the Mayor and Clerk’s Office to execute a contract with the Municipality of Chester for the receipt and processing of Chester’s recyclable materials, based upon the terms and conditions table and budget implications as outlined in the staff report dated November 13, 2018. 

14.1.6 Parking Fine Alternatives  [PDF]
Motion:
That Halifax Regional Council:
1. Suspend the rules of procedures under section 142 of Administrative Order One; 
2. Request the Province amend the Summary Offence Ticket Regulations to increase parking fines for “other” parking types only; not inclusive parking meter violations, as outlined in Option 1, Attachment D (Appendix A) of the staff report dated February 10, 2017, with the following amendment:
The requested increase to the fine amounts be amended so:
(a) all Category A (parking) offences are increased from $25.00 to $50.00 (rather than $45.00 as recommended by Committee of the Whole);
(b) all Category B (parking) offences are increased from $50.00 to $75.00 (rather than $100.00 as recommended by Committee of the Whole); and
(c) all Category C (parking) offences are increased from $100.00 to $200.00 rather than $150.00; and
3. Request the Mayor write a letter to the Province to request the required amendments to the Summary Offence Ticket Regulations.
 
14.1.7 Request for Transfer of Ownership of Public Art – “The Sailor,” Atlantic Chiefs and Petty Officers Association [PDF]
Motion: 
That Halifax Regional Council:
1. Accept the donation of the bronze sculpture “The Sailor” situated on the property of Sackville Landing, Summit Plaza, Lower Water Street (PID 40536906), from the Atlantic Chiefs and Petty Officers Association to the Municipality, and authorize the Mayor and Municipal Clerk to execute a Deed of Gift (Attachment 1 to the staff report dated January 7, 2019) to transfer the ownership; and
2. Waive the requirement, under Policy 1.3 of the HRM Public Art Policy, for the provision of a funding donation for the ongoing maintenance of the work.  

14.1.8 Investing in Canada Infrastructure Plan (ICIP) Environmental Quality Funding Applications [PDF]
Motion:
That Halifax Regional Council submit the following two projects for consideration under the ICIP Environmental Quality funding program:
•    Herring Cove water and wastewater servicing Phase 2B
•    Halifax Peninsula Water Transmission Main Expansion & Upgrade
 

14.2 ENVIRONMENT AND SUSTAINABILITY STANDING COMMITTEE
14.2.1
Single-use Item Reduction Strategy

Motion:
That Halifax Regional Council direct staff to: 
1.Initiate an education campaign for residents and the ICI sector focused on the reduction of single-use plastics;
2.Review and update the 2009 HRM Corporate Guidelines for Greening Meetings and Catering Requirements; and
3.Collaborate with the ten largest NS municipalities, and to draft a By-law for Council’s consideration as soon as possible but no later than December 2019, to eliminate the distribution of single-use plastic bags without first attempting a voluntary approach.
 

14.3 TRANSPORTATION STANDING COMMITTEE
14.3.1
Future Roles and Responsibilities of Community Trails Associations with Respect to Active Transportation Facilities [PDF]
Motion:
That Halifax Regional Council direct staff to:
1. Continue Municipal funding support for volunteer community associations who plan, build, maintain and promote active transportation facilities in the municipality;
2. Develop an Administrative Order for Regional Council’s consideration that updates roles and responsibilities and establishes a Municipal grant/contribution program to support the work of such associations; and
3. Consult with community associations, the provincial government, the Halifax Regional Trails Association, HRM officials and other stakeholders in the development of this proposed Administrative Order on key issues as outlined in the discussion section of the August 10, 2018 staff report.

14.3.2 Peak Hour Transit Service in North Beaver Bank [PDF]
Motion:
That Halifax Regional Council direct staff to continue with the implementation of Route 89 and Route 189 as approved in the Moving Forward Together Plan.

14.3.3 Mumford Transit Terminal – Replacement Assessment Study [PDF - Large 50Mb file]
Motion:
That Halifax Regional Council: 
1. Approve the new location of the Mumford Terminal at the Halifax Shopping Centre as generally shown in Attachment A of the staff report dated October 31, 2018 - Mumford Transit Terminal: Replacement Assessment Study – Final Report; 
2. Direct staff to continue to negotiate with Cushman and Wakefield, the Halifax Shopping Centre property managers, for commitment to support the location of the new Mumford Terminal as outlined in the staff report dated October 31, 2018; and 
3. Direct staff to proceed with a revised functional plan once an agreement has been reached with Cushman and Wakefield.

14.4.1

That Halifax Regional Council direct staff to develop and embed a Story Map in the existing Point Pleasant Park web page as a pilot project within the Halifax.ca website for 2019, and monitor the usage and popularity for future consideration in other parks.

14.4.2 Case 21379 - Municipal Planning Strategy and Land Use By-law Amendments for Planning District 4 (Prospect) to allow a church at 797 Prospect Road, Goodwood [PDF]
Motion:
That Halifax Regional Council give First Reading to consider the proposed amendments to the Municipal Planning Strategy (MPS) and Land Use By-law (LUB) for Planning District 4 (Prospect), as set out in Attachments A and B of the staff report dated October 10, 2018, to allow for a church at 797 Prospect Road, Goodwood, and schedule a public hearing.

14.4.3 Case 20267- Amendments to the Halifax Municipal Planning Strategy and Halifax Peninsula Land Use By-law, and a proposed development agreement to enable a five-storey building on lands fronting Chebucto Road, Beech Street and Elm Street, Halifax [PDF]

That Halifax Regional Council give First Reading to consider the proposed amendments to the Municipal Planning Strategy for Halifax and the Land Use By-law for Halifax Peninsula, as set out in Attachments A and B of the staff report dated November 28, 2018, to allow a five-storey plus penthouse mixed-use building by development agreement at 6482 Chebucto Road, 2586 Beech Street and 2585 Elm Street, Halifax, and schedule a  joint public hearing with Halifax and West Community Council. 

14.4.4 Case 21336 - Amendments to the Halifax Municipal Planning Strategy and Halifax Mainland Land Use By-law to enable multi-unit residential development on a portion of 29 McFatridge Road, Halifax [PDF]
Motion:
That Halifax Regional Council give First Reading to consider the proposed amendments to the Municipal Planning Strategy for Halifax and the Land Use By-law for Halifax Mainland, as set out in Attachment A and Attachment B of the staff report dated November 19, 2018, to reduce residential parking requirements in the C-2C (Dutch Village Road Mixed-Use) Zone, and to re-designate and rezone lands at 29 McFatridge Road in Halifax (fronting Joseph Howe Drive), to allow for multi-unit residential development, and schedule a public hearing.

That Halifax Regional Council give First Reading to consider the proposed amendments to the Municipal Planning Strategy and Land Use By-law for Planning Districts 1 & 3 (St. Margarets Bay), as set out in Attachments A and B of the staff report dated November 20, 2018, to accommodate resorts within the C-3 (Tourist Industry) Zone and permit a resort at 8646 and 8650 Peggys Cove Road, Indian Harbour and schedule a public hearing.

 
14.6 HERITAGE ADVISORY COMMITTEE
14.6.1
Case H00456 - Substantial Alterations to municipally registered heritage properties at 5969 College Street and 1452 & 1456 Carlton Street, Halifax [PDF]
Motion:
That Halifax Regional Council:
1. approve the substantial alteration of 5969 College Street, known as the Gold Cure Institute building, as proposed in the staff report dated November 9, 2018 with the following conditions:
a. The property owner agrees to register the buildings, currently located at 5969 College Street, and 5963 College Street, as municipal heritage properties after these buildings are relocated to a new property; and
b. The Municipality will consider the deregistration of the property at 5969 College Street after the building (the Gold Cure Institute Building) is relocated to a new lot on the same street and an application is submitted for its registration as a new municipal heritage property.
2. Approve the substantial alteration of 1452 Carlton Street, Early Victorian Streetscape, as proposed in the staff report dated November 9, 2018; and
3. Approve the substantial alteration of 1456 Carlton Street, Early Victorian Streetscape, as proposed in the staff report dated November 9, 2018.

Motion:
That Halifax Regional Council:
1. Approve the substantial alteration of 1478 Carlton Street, Early Victorian Streetscape, as proposed in the staff report dated November 9, 2018; 
2. Approve the substantial alteration of 1480 Carlton Street, Early Victorian Streetscape, as proposed in the staff report dated November 9, 2018; 
3. Approve the substantial alteration of 1484 Carlton Street, Early Victorian Streetscape, as proposed in the staff report dated November 9, 2018; and
4. Approve the substantial alteration of 1494 Carlton Street, Early Victorian Streetscape as proposed within the Heritage Advisory Committee report dated December 13, 2018, conditional on the building currently at 5950 Spring Garden Road being considered as a character defining element through a heritage registration application.

That Halifax Regional Council adopt the recommendations of the Standing Committee and Community Council Councillor Appointments as outlined in Attachment 1 of the report dated December 19, 2018. 

14.7.2 Councillor Austin – Black and Blue Bins [PDF]
Motion:
That Halifax Regional Council request a staff report on adopting a bin program for recycling and garbage.

14.7.3 Mayor Savage – Appointment of 2019-20 HRM Budget Committee Chair – Councillor Karsten [PDF]
Motion:
That Halifax Regional Council suspend, for the 2019/2020 budget process, the requirement as set out in Administrative Order #1, Schedule 4, Section 4 that the Chair of Audit and Finance Standing Committee be the Chair of the Standing Committee of the Whole on Budget and appoint Councillor Karsten Chair of the Standing Committee for this budget process. 
 

15. MOTIONS
15.1 Councillor Adams

Motion:
That Halifax Regional Council request a staff report to determine what steps would be necessary to accommodate a program known as Homes for Heroes in the HRM.   This program offers housing for homeless vets in small scale development on sites between one half to two acres in size. 

15.2 Councillor Blackburn
That Halifax Regional Council request a staff report on the authority for and options to regulate vehicle immobilization (also known as booting/wheel-clamping) on private property - similar to the City of Moncton’s By-Law T-618 Respecting the Immobilization of Vehicles in the City of Moncton - to address concerns brought forward by residents as follows:
•    the cost of having a vehicle freed from immobilization/booting/wheel-clamping
•    uncertainty of identity of person requesting payment
•    option to pay credit/debit rather than cash
•    timeframe for having vehicle freed (“boot/wheel-clamp”) removed.

Motion: 
That Halifax Regional Council:
1. Adopt the recommendations of the Executive Standing Committee regarding citizen appointments as outlined in Attachment 1 of the private and confidential staff report dated December 19, 2018. 
2. It is further recommended that the Citizen Appointments be released to the public following ratification and notification of the successful candidates. 
3. That the private and confidential report dated December 19, 2018 not be released to the public.

17.2 Fly-Past Request – HMCS Ville De Quebec and the end of the First Operational Deployment of the CH-148 Cyclone [PDF]
Motion:
That Halifax Regional Council grant permission for the Canadian Armed Forces to fly up to eight Cyclone helicopters over the Bedford Basin toward the Dockyard, at a height of 500 feet above the tallest obstacle, as the HMCS Ville De Quebec returns to Halifax Harbour and marks the end of the first operational deployment of the CH-148 Cyclone.
