Motion:
That Halifax Regional Council approve the Amending Agreement attached to the staff report dated May 8, 2018 between Halifax Regional Municipality and the Main Street Dartmouth and Area Business Improvement Association which amends an existing Encroachment Agreement, to include the approval to install a sign within the public right away in the sodded boulevard between Main Street and Tacoma Drive, approximately opposite Stevens Road. 

14.1.2 Extension of Request For Proposal No. 14-336, Collection and Transportation of Source Separated Solid Waste  [PDF]
Motion:
That Halifax Regional Council:
1. Exercise its option to extend the municipal curbside solid waste collection contracts and their respective standing offer agreements for a two-year period as per the terms and conditions outlined in the staff report dated April 27, 2018; and
2. Direct staff to negotiate the installation of sideguards for the municipal curbside solid waste collection fleet and return to Council outlining the total project cost and a funding source.

14.3.2 Potential International Partnership with Gdynia, Poland [PDF]
Motion: 
That Halifax Regional Council: 
1. Establish a Friendship Partnership Agreement with Gdynia, Poland; 
2. Authorize the Chief Administrative Officer to negotiate and prepare a memorandum of understanding with Gdynia, Poland, that includes the anticipated goals and outcomes for the partnership in accordance with the discussion section of this report, for a term of 5 years; and 
3. Authorize the Mayor to execute the memorandum of understanding.

14.5.1 Case 20148:
Amendments to the Halifax Municipal Planning Strategy and Halifax Peninsula Land Use By-law and a proposed development agreement, to enable a 14-storey building on lands fronting Robie, Pepperell and Shirley Streets, Halifax [PDF]
Motion:  
That Halifax Regional Council give First Reading to consider the proposed amendments to the Municipal Planning Strategy for Halifax (MPS) and the Land Use By-law for Halifax Peninsula (LUB), as set out in Attachments A and B of the staff report dated May 1, 2018, to allow for a 14-storey (plus penthouse) mixed-use building by development agreement at 6030 Pepperell Street, Halifax, and schedule a joint public hearing.

14.5.2 Case 20151: Amendments to the Halifax Municipal Planning Strategy and Associated Development Agreement for 31 and 33 Brewer Court, Halifax  [PDF]
Motion:
That Halifax Regional Council give First Reading to consider the proposed amendments to the Halifax Municipal Planning Strategy (MPS) as set out in Attachment A of the staff report dated April 9, 2018, to align the Mainland South Generalize Future Land Use Map (GFLUM) boundary with the property boundary and to extend the existing designations to said boundary at lands off Brewer Court, Halifax, and schedule a joint public hearing.

Motion: 
That Halifax Regional Council request staff prepare a comprehensive park plan for the Rehab Lands on Bissett Road, to be completed as a 2019/20 Business Plan deliverable, which shall incorporate community engagement, the Cole Harbour Open Space Plan, and consideration of an Off-Leash Dog Park.

That Halifax Regional Council support the selection of Mr. William Brewer as the “Halifax Olde Town Crier” to represent Districts 7 & 8 as well as all of Halifax Regional Municipality as required. 
 

15. MOTIONS
15.1 Councillor Craig
 
That Halifax Regional Council direct the Chief Administrative Officer to work with staff of the Nova Scotia Department of Transportation and Infrastructure to:
1. Develop a functional plan for improvements (including consideration of a roundabout) to the intersection of Beaver Bank Connector (Hwy 101 access) and Old Sackville Road,
2. Transfer of a portion of provincial Beaver Bank Connector of the intersection at Old Sackville Road to Sackville Drive to Halifax Regional Municipality, and
3. Report back with recommendations to Halifax Regional Municipality.

16.2 Property Matter
A matter pertaining to providing instruction and direction to officers and employees of the Municipality pertaining to the acquisition / sale of land in regard to: 

16.2.1 Buy-Back Agreement – Private and Confidential Report  
Motion:
That Halifax Regional Council:
1. Authorize the terms for the re-purchase and re-sale of the Property identified in Table 1 of the private and confidential staff report dated May 2, 2018 in accordance with the Buy-Back Agreement, should the Purchaser not fulfill the outstanding terms and conditions provided in Table 1 of the private and confidential staff report dated May 2, 2018; 
2. Authorize the Mayor and Municipal Clerk to execute any agreements and documents required to exercise the Municipality’s rights to buy-back the Property, as per the terms and conditions outlined in the private and confidential staff report dated May 2, 2018; and
3. Not release the private and confidential staff report dated May 2, 2018 to the public.

A matter pertaining to any subject, the discussion of which could, violate the confidentiality of information obtained from another body of government, or a public body.

16.4 Labour Relations

16.4.1 Collective Agreement – Private and Confidential Report 
Motion:
That Halifax Regional Council 
1. Ratify the draft collective agreement attached as Appendix A to the private and confidential report dated June 5, 2018 and authorize the Mayor and Clerk to execute the collective agreement on behalf of the Municipality; 
2. Authorize its Chief Negotiator to finalize the collective agreement with the union, provided that the editing process consists only of minor corrections and changes that are not of a substantive nature; and
3. Not release the private and confidential report dated June 5, 2018 to the public. 

16.4.2 Legal Advice – Private and Confidential Verbal Update 
Motion:
That Halifax Regional Council convene to in camera to receive a verbal update on the matter. 

17.1 Ratification from Committee of the Whole – Cogswell District Redevelopment 60 Percent Design and Approval
Motion:
That Halifax Regional Council:
1. Approve the 60% Design Plan for Cogswell District Redevelopment attached to the staff report dated May 2, 2018 as Attachment A and authorize staff to release a Request for Qualifications (RFQ) for Constructor services based on the 60% design plan.
  
2. Direct the Chief Administrative Officer (CAO) to complete negotiations with landowners for land associated with the proposed Granville Square, Valour Way roundabout, and the proposed park area adjacent the wastewater treatment facility.

3. Direct the CAO to complete the 90% design development and present the final detailed public realm design elements in advance of proceeding to procure Constructor services for the Redevelopment.

4. Initiate the process to consider amendments to the Downtown Halifax Municipal Planning Strategy and Land Use By-law to incorporate necessary changes to address building design requirements within the Cogswell District and follow the public participation program adopted by Council on February 25, 1997 (Attachment F), including additional public engagement to incorporate a collaborative process lead by HRM staff involving key stakeholders, the community, and potentially external design experts, that will result in recommendations for Council respecting the final district public realm design and detailed land use policy.

5. Direct the CAO to provide a report and recommendation through the Audit and Finance Standing Committee which identifies a funding source for flood mitigation measures adjacent to the Karlson’s Wharf area, once project scope and budget have been finalized, such that the measures can be implemented in conjunction with the Cogswell District Redevelopment.
