11.1 CHIEF ADMINISTRATIVE OFFICER
11.1.1 Second Reading Proposed By-law S-312, an Amendment to By-law S-300, Respecting Streets and Proposed Administrative Order 2020-014-OP, Respecting Boulevard Gardens – Boulevard Gardening - Public Right of Way By-law Amendments

Motion:
That Halifax Regional Council:
1. Adopt By-law S-312, the purpose of which is to amend By-law S-300, Respecting Streets, to exempt Boulevard Gardens from certain provisions and establish the Engineer’s oversight of them, as set out in Attachment B of the staff report dated January 20, 2021. 
2. Adopt Administrative Order 2020-014-OP, the Boulevard Gardens Administrative Order, as set out in Attachment C of the staff report dated January 20, 2021.

11.1.2 Federation of Canadian Municipalities Forestry Grant[PDF]
Motion:
That Halifax Regional Council adopt the following resolution: 

“Be it resolved that Halifax Regional Council directs staff to apply for a grant opportunity from the Federation of Canadian Municipalities’ Municipal Asset Management Program for the Street Tree Inventory Project Phase 2. In doing so, Halifax Regional Municipality commits $47,000 from its budget toward the costs of this initiative and further commits to conducting the following activities in its proposed project submitted to the Federation of Canadian Municipalities’ Municipal Asset Management Program: 

• Collection of location and attribute data all street trees defined within Phase 2 of the Street Tree Inventory Project; and,
• Migration of this data to the municipal Asset Registry”.

11.1.3 Case 23245 - Municipal Planning Strategy and Land Use By-law Amendments for the C-2C Zone and for Properties at the Corner of Main Avenue and Titus Street, Halifax [PDF]
Motion:
That Regional Council direct the Chief Administrative Officer to:

1. Initiate the process to consider amendments to the Municipal Planning Strategy for Halifax and the Land Use By-law for Halifax Mainland to the C-2C (Dutch Village Road Mixed Use) Zone relative to building height, rooftop structures, building depth, lot coverage and building setbacks, as outlined in the staff report dated March 9, 2021, and rezone 60 and 62 Main Avenue, Halifax to the C-2C Zone to permit a six-storey, multi-unit building; and

2. Adopt the public participation program as outlined in the Community Engagement section of the staff report dated March 9, 2021. 

11.1.4 Endorsement of Addition to Sipekne’katik Wallace Hills Reserve[PDF]
Motion: 
That Halifax Regional Council:

1. Authorize the Mayor to write a letter on behalf of Halifax Regional Council supporting the addition of Lot 329 to the Wallace Hills Number 14A area of the existing Sipekne’katik Reserve.

2. Direct the Chief Administrative Officer to work with Sipekne’katik to identify any municipal services or assistance required when the reserve is formally approved and the development process commences.

11.2 ENVIRONMENT AND SUSTAINABILITY STANDING COMMITTEE
11.2.1 Naturalization Initiatives Update

That Halifax Regional Council extend the naturalization initiative review period by one year to December 31, 2021, to fully include the pilot projects that were to have occurred in 2020 for monitoring towards a future naturalization guideline/policy. 

11.3 HARBOUR EAST MARINE DRIVE COMMUNITY COUNCIL
11.3.1 Accessory Buildings in Watercourse Setbacks and Buffers - Eastern Passage/ Cow Bay Land Use By-law

Motion:
That Halifax Regional Council:

1. Initiate an amendment to the Eastern Passage/Cow Bay Municipal Planning Strategy and any corresponding amendments to the Land Use By-law to allow exceptions for accessory buildings and other development such as that which is exempt from watercourse setbacks in portions of the Planning District 5 Land Use By-law, to be located within watercourse setback and buffer areas for the C-2 lots of Shore Road, and Main Road lots from Fisherman’s Cove area to Shearwater in District 3; and

2. The plan amendment follow the public participation program for municipal planning strategy amendments as approved by Regional Council on February 27, 1997.

That Halifax Regional Council adopt Administrative Order 2020-005-ADM, Respecting the Heritage Conservation Districts Incentives Program for Schmidtville and Old South Suburb as contained in Attachment A of the February 19, 2021 staff report.

That Halifax Regional Council request a staff report outlining the feasibility and available options to extend municipal insurance or operating grants to support community groups in setting up community rinks.

Motion:
That Regional Council request an amendment to the Marketing Levy Administrative Order 2014-020-GOV to allow for a Councillor who does not sit on the Audit and Finance Standing Committee to Chair the Special Events Advisory Committee.
