That Halifax Regional Council:
1. Approve the sale and authorize the Mayor and Municipal Clerk to enter into an Agreement of Purchase and Sale with the 1588 Barrington Building Preservation Society as per the terms and conditions set out in Table 1 of the February 2, 2018 staff report;
2. Subject to confirmation from the 1588 Barrington Building Preservation Society that the sale is unconditional and is a firm and binding purchase agreement, approve and authorize the Chief Administrative Officer to execute a Contribution Agreement for a grant of up to $250,000 under the terms and conditions contained in the February 2, 2018 staff report and included as Attachment 2; 
3. Approve an unbudgeted reserve withdrawal from the General Contingency Reserve, Q421 to fund the grant, up to $250,000; and
4. Refer the 1588 Barrington Building Preservation Society’s request for tax relief to the Tax Relief for Non-Profit Organizations Program pursuant to Administrative Order 2014-001-ADM.

2. Approve an additional Event Grant of $16,500 to the Blue Nose Marathon in acknowledgement of their particular requirements for municipal services.

Motion: 
That Halifax Regional Council request a staff report on identifying the anticipated costs and benefits of connecting True North Crescent and Farthington Place. The staff report should also include information on:  
•    the alignment of this action with Council’s priorities and policies (Integrated Mobility Plan, Active
Transportation, Fire services, etc.);
•    required actions (purchase of private property, etc.); 
•    an estimate of funding required both capital and on-going operating (snow-clearing, lighting, surface maintenance and litter); and
•    prioritization of the funding of this item versus others.

14.7.2 Deputy Mayor Mason – By-law Amendments in support to the Schmidtville Heritage Conservation District (Case H00445) [PDF]
Motion:
That Halifax Regional Council direct staff to submit a supplementary report with a recommendation in response to the letter submitted by Norwood Enterprises Ltd. to Halifax and West Community Council at its meeting on May 15, 2018, requesting changes to the Halifax Peninsula Land Use Bylaw amendments, prepared in support of the Schmidtville Heritage Conservation District Plan (Case H00445), to allow a double duplex dwelling on the vacant portion of their lot at 5560-62 Morris Street.

That Halifax Regional Council direct the Chief Administrative Officer to work with staff of the Nova Scotia Department of Transportation and Infrastructure to: 
1. Develop a functional plan for improvements (including consideration of a roundabout) to the intersection of Woodland Avenue, Highway 118, Lancaster Drive and Micmac Boulevard;
2. Transfer of a portion of provincial Highway 118 southwest of the intersection to Halifax Regional Municipality; and
3. Report back with recommendations to Halifax Regional Council.

  17.1 Provincial Contribution Agreement: Fall River Phase 2 Water Servicing [PDF]
  Motion:
  That Halifax Regional Council:
  1. Approve entering into a Contribution Agreement with the Province of Nova Scotia to receive up to an additional $3,421,464 in Clean Water and Wastewater Funding (CWWF) to be used towards expansion of the Fall River Water Servicing Project.
  2. Subject to execution of the CWWF Contribution Agreement with the Province, authorize the Chief Administrative Officer to amend HRM’s Contribution Agreement with Halifax Water for the Fall River Water Servicing Project to reflect the expanded scope, extended completion date and increase in HRM’s total financial commitment by $3,175,000.
