Motion:
That Halifax Regional Council grant permission for a performance by the SkyHawks, the Canadian Armed Forces Parachute Team on the Halifax Common, Sunday, July 1, 2018 at 11:30 a.m., as they require a clearance of 2,500 to 13,000 feet above ground level for up to 25 minutes to supplement the 2018 production of the Royal Nova Scotia International Tattoo.

Motion:
That Halifax Regional Council adopt the proposed amendments to Administrative Order 2015-004-OP, Respecting Traffic Calming, as set out in Attachment 1 of the staff report dated March 28, 2018. 

14.1.2 Award – Unit Price Tender No. 18-231, Asphalt Overlays Phase 1, Various Locations [PDF]
Motion:
That Halifax Regional Council award Tender No. 18-231, Asphalt Overlays Phase 1 – Various Locations, to the lowest bidder meeting specifications, Dexter Construction Company Limited for a Total Tender Price of $1,790,602 (net HST included) with funding from Project Account No. CR000009 – Street Recapitalization, as outlined in the Financial Implications section of the staff report dated April 10, 2018.

14.1.3 AN103: HRM Asset Names, April 19, 2017 – October 17, 2017 [PDF]
Motion: 
That Halifax Regional Council approve:
(a) The addition of the names Grand Chief Gabriel Sylliboy and Port Wallace to the existing Commemorative Names List as shown on Attachments A and B of the staff report dated April 24, 2018;
(b) The renaming of Admirals Cove Park to Admiral Cove Park and Mainland Commons to Mainland Common and to correct typographical errors as shown on Attachment C;
(c) The renaming of Pleasant Drive Park to Petpeswick Lake Park, Prince Arthur Junior High School Park to Dartmouth South Academy Park, Terence Bay Road Park to Terence Bay River Park, and the renaming of Village Plaza – Musquodoboit Harbour Fitness Lifestyle Centre to Musquodoboit Harbour Recreation Centre and Library as shown on Attachments D, E, F and G;
(d) The naming of the playfield at 857 Upper Governor Street, North Preston to Arnold D Johnson Playfield as shown on Attachment H and the naming of the trail in the Dartmouth Harbour East Recreation Campus, 30 Spectacle Lake Dr, Dartmouth as shown on Attachment I and Map 1 to the Spectacle Lake Trail; and
(e) The administrative park names as shown on Attachment J.

14.1.4 Property Acquisition – 6810 Bayers Road, Halifax [PDF]
Motion:
That Halifax Regional Council authorize the Mayor and Municipal Clerk to enter into an Agreement of Purchase and Sale for the acquisition of 6810 Bayers Road, PID No. 00032557, as per the key terms and conditions outlined in Table 1 of the Private and Confidential Information Report dated March 13, 2018.

14.2 AUDIT AND FINANCE STANDING COMMITTEE
14.2.1 Community Grants Program 2017 – Transfer of Funds from M311-8004 to General Contingency Reserve, Q421 [PDF]
Motion:
That Halifax Regional Council:
1. Transfer the $25,000 approved for a grant to the Sac-A-Wa Canoe Club, and the $25,000 approved for a grant to the Sheet Harbour and Area Chamber of Commerce under the 2017 Community Grants Program from M311-8004 to the General Contingency Reserve, Q421; and
2.  Authorize the withdrawal of $50,000 from the General Contingency Reserve to fund the two (2) capital grants, $25,000 for a grant to the Sac-A-Wa Canoe Club and the $25,000 for a grant to the Sheet Harbour and Area Chamber of Commerce, as approved under the 2017 Community Grants Program, to be incurred in 2018-19, subject to confirmation of the required Federal government funding and a demonstrated ability to proceed with construction.

14.3 EXECUTIVE STANDING COMMITTEE
14.3.1 Proposed Amendments to Administrative Order One, Respecting the Procedures of the Council - Potential Changes to the Audit and Finance Standing Committee [PDF]
Motion:
That Halifax Regional Council:
1. Adopt the amendments to Schedule 2 of Administrative Order One - the Audit and Finance Committee Terms of Reference (Attachment B to the January 26, 2018 staff report) to allow for the addition of up to two members of the public as members of the Audit Committee; and
2. Direct the Clerk’s Office, in accordance with the Public Appointment Policy, to initiate a process to recruit up to two members of the public, who have an accounting designation and experience working with or in the public sector, to join the Halifax Regional Municipality Audit Committee.

14.4 HALIFAX AND WEST COMMUNITY COUNCIL
14.4.1 Implementation of Local Street Bikeways on Vernon-Seymour and Allan-Oak Corridors [PDF]
Motion:
That Halifax Regional Council approve the implementation of Local Street Bikeways on Vernon-Seymour and Allan-Oak Street corridors as described in the February 13, 2018 staff report.

14.5 HERITAGE ADVISORY COMMITTEE

Motion:
That Halifax Regional Council approve the recommended grants to the properties listed in Attachment A of the staff report dated March 20, 2018, and approve as “standby” the recommended properties listed in Attachment B, conditional upon the applicants’ compliance with Sections 29 through 35 of Administrative Order Number 2014-002-ADM, Respecting the Heritage Incentives Program.

2. That the appointment be released to the public following ratification and notification of the successful candidate; and 
3. That the private and confidential Executive Standing Committee report dated April 23, 2018 not be released to the public.

16.2.2 Appointments to Regional Watersheds Advisory Board - Private and Confidential Report
Motion:
That Halifax Regional Council:
1. Appoint the applicants as outlined in the recommendation section of the private and confidential report dated April 23, 2018, to the Regional Watersheds Advisory Board and that the identity of the appointees be released to the public following ratification and notification of the successful candidates; and
2. That the private and confidential Environment and Sustainability Standing Committee report dated April 23, 2018 not be released to the public.

That Halifax Regional Council approve a one-time exemption to grant a request for $10,000.00 to the United DFC Soccer Club for the purchase of team uniforms, with $2500.00 coming from each of the District 3,4,5, and 6 Capital Funds.

Motion:
That in the interest of public safety and in consideration of May being Lyme Disease Awareness month, Halifax Regional Council request a staff report on the implementation of an immediate TICK AWARENESS CAMPAIGN through PSA’s, social media messaging and any other means of communicating public awareness on the issue of ticks including tips on how to protect your person/pet from ticks.
