Motion:
That Regional Council:
1. Initiate a process to consider a comprehensive set of amendments to the Secondary Municipal Planning Strategy and Land Use By-law for Timberlea / Lakeside / Beechville, and to the Secondary Municipal Planning Strategy for Halifax and the Land Use By-law for Halifax Mainland, for lands near Lovett Lake in Beechville (identified as the General Study Area in the staff supplementary report dated November 20, 2017), consistent with the Regional Municipal Planning Strategy’s characteristics for Urban Local Growth Centres.
2. Require that the applicant undertake a Heritage Impact Statement for the Beechville Baptist Church.
3. Follow a public participation program, as outlined in Attachment C of the staff supplementary report dated November 20, 2017, to ensure the planning process strongly emphasizes:
a. creating policy to ensure appropriate development density for the general study area;
b. creating policy to ensure the Beechville Baptist Church property and associated heritage assets are protected;
c. integrating parkland and community uses into the development and into the Beechville community;
d. creating opportunities for cultural and community amenities to celebrate the African Nova Scotian history in Beechville; and
e. active engagement with the Beechville African Nova Scotia community by establishing a community liaison group.

14.1.1
Award – Request for Proposal (RFP) #17-023 Halifax Transit –Transit Vehicle CCTV Surveillance System Upgrade [PDF]
Motion:
That Halifax Regional Council:
a. Award RFP #P17-023, Halifax Transit – Transit Vehicle CCTV Surveillance System Upgrade to the highest scoring proponent, Seon Design Inc, in the amount $3,035,376 (net HST included) with funding from the Transit Security Account CMU00982, as outlined in the Financial Implications section of the staff report dated November 16, 2017, and
b. Direct the Chief Administrative Officer (CAO) to execute a contract with Seon Design Inc., with terms that are satisfactory to the CAO, subject to the contract being reviewed and approved as to “Form and Authority” by Legal Services.

14.1.2 Second Reading Proposed By-Law P-102, an Amendment to By-Law P-100, Respecting the Board of Police Commissioners for the Halifax Regional Municipality [PDF]
Motion:
That Halifax Regional Council adopt By-law P-102, the purpose of which is to amend By-law P-100, the Police Board By-law, as set out in Attachment C to the staff report dated September 12, 2017.

14.1.3 Property Disposal – 3331 Joseph Howe Drive, Halifax [PDF]
Motion:
That Halifax Regional Council authorize the Mayor and Municipal Clerk to enter into an Agreement of Purchase and Sale for the disposal of Civic No. 3331 Joseph Howe Drive, Halifax. (PID No. 00198770), as per the terms and conditions outlined in Table 1 of the Private and Confidential Information Report dated October 18, 2017.

14.1.4 Request for Permanent Encroachment, 5990 Spring Garden Road, Halifax [PDF]
Motion:
That Halifax Regional Council:
1. Authorize the Mayor and Municipal Clerk to execute the attached Encroachment Agreement, as provided in Attachment A of the staff report dated November 7, 2017, to enable the installation of an accessible ramp on the existing sidewalk within the Spring Garden Road right of way, as discussed in the staff report dated November 7, 2017; and
2. Waive the annual fees associated with this encroachment.

14.1.5 Request for Permanent Encroachment – 1587 Dresden Row, Halifax [PDF]
Motion:
That Halifax Regional Council:
1. Authorize the Mayor and Municipal Clerk to execute the attached Encroachment Agreement, as provided in Attachment A of the staff report dated November 7, 2017, to enable the installation of an accessible ramp on the existing sidewalk within the Dresden Row right of way, as discussed in the staff report dated November 7, 2017; and
2. Waive the annual fees associated with this encroachment.

14.1.6 Open Air Burning – Options for By-Law Enforcement and No-Burn Areas [PDF]
Motion:
That Halifax Regional Council:
1. Maintain status quo by continuing to have Halifax Regional Fire and Emergency enforce the Open Air Burning By-law; and,
2. Not create a No-Burn Registry under the Open Air Burning By-law.
 

14.2 AUDIT AND FINANCE STANDING COMMITTEE
14.2.1
Dartmouth Sportsplex – Public Art Funding Transfer [PDF]
Motion:
That Halifax Regional Council:
1. Direct staff to transfer public art funding in the amount of $225,000 allocated for the Dartmouth Sportsplex Renovation Project from the 2017/18 operating budget (Cultural Development -C764) to the General Contingency Reserve, Q421, and
2. Commit the $225,000 as a withdrawal from the General Contingency Reserve to fund the operating expense in Cultural Development -C764 for the project costs to be incurred in 2018/19, as outlined in the Financial Implications section of the November 6, 2017 staff report.

14.2.2 Request for New Capital Project (Fuel Systems Upgrade) [PDF]
Motion:
That Halifax Regional Council:
1. Approve a budget reduction of $165,000 from project account CMU00982, Transit Security; and,
2. Increase the capital budget for a new capital project 'Fuel System Upgrade' in the amount of $165,000, as outlined in the Financial Implications Section of the staff report dated November 8, 2017.

 14.2.3 Tax Relief for Non-Profit Organizations – Proposed Renewal of Tax Relief for Leases Removed from AO 2014-001-ADM Schedules [PDF]
Motion:
That Halifax Regional Council approve a grant for the (7) organizations listed in Table 1 of the August 14, 2017 staff report for fiscal year 2017-18, effective April 1, 2017, unless otherwise stated, at an estimated combined cost of $104,047 from Account M311-8006 (Grants & Tax Concessions).

14.2.4 Potential Changes to the Audit and Finance Standing Committee Member Composition [PDF]
Motion:
That Halifax Regional Council request a staff report considering potential changes to the member composition of the Audit and Finance Committee to include one or two members of the public.
 

14.3 COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT STANDING COMMITTEE

Economic Growth Plan Update & Development of Action Plan for Years 3-5 [PDF]
Motion:
That Regional Council direct staff to develop, with the Halifax Partnership, an Action Plan for years 3-5 of the Halifax Economic Growth Plan 2017-21 in accordance with the approach outlined in the staff report dated November 3, 2017.

14.3.2 Community Planning and Economic Development Standing Committee Appointment to the Executive Standing Committee [PDF]
Motion:
That Halifax Regional Council ratify and confirm the appointment of Councillor Steve Craig as the Community Planning & Economic Development Standing Committee representative to the Executive Standing Committee to fill an unexpired term to November, 2018.

14.4.1
Business Improvement District (BID) Contributions Fund – 2017-2018 Recommended Awards [PDF]
Motion:
The Halifax Regional Council approve the eight (8) awards detailed in Attachment 1 of the September 5, 2017 staff report for a combined total of $107,000 from operating account C771 – 6919.

Motion:

16.2 Property Matter
A matter pertaining to providing instruction and direction to officers and employees of the Municipality pertaining to the acquisition / sale of land in regard to:

16.2.1 Lease and Lease Release - Crematorium at Mount Hermon Cemetery, 139 Victoria Road – Private and Confidential Report
Motion:
That Halifax Regional Council:
1. Enter into a 10 year Lease Agreement for a portion of HRM property located at Mount Hermon Cemetery with D & D Removal Services Inc. for the use of the crematorium;
2. Subject to the execution of a new lease, release the existing lease agreement dated June 27, 2014;
3. Authorize the Mayor and Clerk to execute the necessary documents; and
4. That the private and confidential recommendation report dated October 13, 2017 not be released to the public until transaction closes.

16.2.2 Blue Mountain-Birch Cove Lakes Wilderness Park Update and Proposed Land Acquisition – Private and Confidential Report
Motion:
That Halifax Regional Council:
1. Authorize the Mayor and Clerk to enter into an Agreement of Purchase and Sale as per the key terms and conditions outlined in Table 1 of the private and confidential report dated November 21, 2017, and as per the Financial Implications section of the private and confidential report dated November 21, 2017;
2. Direct staff to undertake consultation with the Province and Public with regard to the parkland planning for the acquired lands; and
3. Direct staff to continue to implement the plan for future acquisitions of other lands within the Blue Mountain Birch-Cove Lakes Wilderness Park boundary as outlined in the Discussion section of the private and confidential report dated November 21, 2017.
4. It is further recommended that the private and confidential report dated November 21, 2017 not be released to the public.
