Motion:
That Halifax Regional Council direct the Chief Administrative Officer to:

1. Adopt Administrative Order No. 2021-004-GOV, respecting the African Descent Advisory Committee in the Halifax Regional Municipality as set out in Attachment 1 of the revised staff report dated July 6, 2022 which will advise the Municipality on the impact of municipal policies, programs, and services on people of African descent and 

2. Adopt the proposed amendments to Administrative Order One as set out in Attachment 3 of the revised staff report dated July 6, 2022 to allow the newly created African Descent Advisory Committee to report to the Executive Standing Committee of Council. 

10.2 First Reading Proposed By-Law S-450, an Amendment to By-Law S-400, Respecting Charges for Street Improvements [PDF]

That Halifax Regional Council give First Reading to By-law S-450, amending By-law S-400, the Street Improvement By-law, as set out in Attachment 1 to the staff report dated September 15, 2022.

15.1.1 Award – 21-457, Request For Proposal (RFP) Managed Print Services* [PDF]
Motion:
That Halifax Regional Council Award the implementation and management of the Managed Print Services Contract to the highest scoring proponent Konica Minolta with the following supporting recommendations: 

1. Provision of a full Managed Print Solution for an initial term of five years for an overall total projected cost of $2,216,391 including net HST as outlined in the financial implications section of the staff report dated September 23, 2022.

2. Delegate their authority to direct the Chief Administrative Officer (CAO) to execute the agreement resulting in the contract for the installation and operation of the Managed Print Services.

3. Delegate their authority to the Executive Director, IT and CIO to approve a 60-month (5 year) extension and two one-year extensions.  

 

15.2 AUDIT AND FINANCE STANDING COMMITTEE
15.2.1 Budget Increase to CP210013 - Park Development - New and Award RFT 22-401* [PDF]
Motion:
That Halifax Regional Council:

1. Approve an unbudgeted withdrawal in the amount of $100,000 (net HST included) from Capital Fund Reserve Q526.

2. Increase 2022/23 Capital Project Number CP210013 - Park Development - New, by $100,000 (net HST included); and,

3. Award Tender No. 22-401, Unnamed Park 27 (Broad Street) Tennis Courts (Bedford) and Cole Harbour Common (Auburn Drive entrance) Parking Lot Upgrades (Cole Harbour) to the highest scoring bidder meeting the specifications, Ocean Contractors Limited, for a Total Tender Price of $454,452.32 (net HST included) with funding from Project Account No. CP210013 – Park Development – New and Project Account No. CP200001 – Park Recapitalization, as outlined in the Financial Implications section of the staff recommendation report dated September 15, 2022.

15.2.2 Budget Increase – 22-1024, Alternative Procurement – Broad Street (North) Roundabout [PDF]
Motion:
That Halifax Regional Council:

1. Approve a budget transfer of $2,205,000 from Capital Account CT190003 – Downtown Dartmouth Infrastructure Renewal to Capital Account CTU01006 – Bedford West Road Oversizing;

2.Increase the amount of the March 1, 2022 Award of Alternative Procurement 22-1024 for the design and construction of a roundabout at the intersection of Larry Uteck Boulevard and Broad Street (North) to West Bedford Holdings Limited from a maximum value of $3,250,000 to a maximum value of $5,943,572 (net HST included) as outlined in the Financial Implications section of the staff recommendation report dated September 16, 2022.

 

15.3 GRANTS ADVISORY COMMITTEE
15.3.1 Proposed Amendments to Administrative Order 2014-001-ADM, Tax Relief for Non-Profit Organizations - Fiscal 2022-2023 [PDF]
Motion:
That Halifax Regional Council:

1. Approve the addition of thirteen (13) properties to Administrative Order 2014-001-ADM as detailed in the Discussion section of the staff report dated August 11, 2022 at an estimated combined cost of $207,273 from Operating Account M311-8006; 

2. Approve an increase in level of tax relief for twelve (12) housing properties at a combined cost of $33,093 as detailed in the Discussion section of the staff report dated August 11, 2022; 

3. Approve four (4) one-time grants in support of four properties developed under the auspices of the federal Rapid Housing Initiatives Program: Phase 1 and Phase 2 as listed in the Discussion section of the staff report dated August 11, 2022 at an estimated combined cost of $16,692 from Operating account M311-8006; 

4. Suspend the application of Section 7C and 7D of Administrative Order 2014-001-ADM in fiscal year 2022-23 by amending the Administrative Order as set out in Attachment 2 of the staff report dated August 11, 2022;  

5. Approve records management corrections and amendments as listed in the Discussion section of the staff report dated August 11, 2022 and as set out in Attachment 2 of the staff report dated August 11, 2022; and 
6. Adopt the amendments to Administrative Order 2014-001-ADM as set out in Attachment 2 of the staff report dated August 11, 2022 including adopting Attachments A through E attached to Attachment 2 to repeal and replace Schedules 26, 27, 28, 29 and 30 of the Administrative Order.

 

15.4 HERITAGE ADVISORY COMMITTEE
15.4.1 Case H00532: 2022-2023 Financial Incentives Program for Schmidtville and Old South Suburb Heritage Conservation Districts* [PDF]
Motion:
That Halifax Regional Council:

1. Approve the proposed grant applications 23-001 through 23-003 and 23-005 to 23-007 listed in Attachment A of the September 29, 2022 report, conditional upon the applicant’s compliance with sections 7 and 36-39 of Administrative Order Number 2020-005-ADM and the requirements specified in Attachment A of the September 29, 2022 report being satisfied; and

2. Approve the one-time provision of financial assistance of up to $50,000 exclusive of HST on a 50% cost sharing basis for exterior conservation work to 1328-32 Hollis Street, Halifax for any work completed between January 1st 2022 and January 1st, 2023 and described in Attachment A of the September 29, 2022 report subject to the same conditions as for a Conservation Grant as set out in sections 16-20 (excepting section 18(a)), and sections 7 and 35-39 of Administrative Order 2020-005-ADM and the requirements specified in Attachment A of the September 29, 2022 report being satisfied, to be drawn from Cost Centre C340 for the 2022-23 Financial Incentives Program for Schmidtville and Old South Suburb Heritage Conservation Districts.

Motion:
That Halifax Regional Council set a date for a heritage hearing to consider the inclusion of 1322 Robie Street, Halifax in the Registry of Heritage Property for the Halifax Regional Municipality as shown on Map 1 of the October 3, 2022 staff report, as a municipal heritage property under the Heritage Property Act.
