14.1 CHIEF ADMINISTRATIVE OFFICER
14.1.1
Award - Tender 17-102 for the Purchase of two (2) New Custom Rescue Pumpers [PDF]
Motion:
That Halifax Regional Council Award Tender 17-102 for the purchase of two (2) new Custom Rescue Pumpers to Camions Carl Thibault, for $1,255,817 (net HST included) with funding from Project Account No. CVJ01088 - Fire Apparatus Replacement, as outlined in the Financial Implications section of the staff report dated August 15, 2017.

14.1.2 First Reading Proposed By-Law P-102, an Amendment to By-Law P-100, Respecting the Board of Police Commissioners for the Halifax Regional Municipality [PDF]
Motion:
That Halifax Regional Council give First Reading to By-law P-102, the purpose of which is to amend By-law P-100, the Police Board By-law, as set out in Attachment C to the staff report dated September 12, 2017.

14.1.3 Award – Request for Proposal (RFP) #16-346, Planning and Development – Permitting, Licensing and Compliance Solution [PDF]
Motion: 
That Halifax Regional Council:
1. Award RFP #P16-346, Permitting, Licensing and Compliance Solution to the highest scoring proponent, Computronix Inc., in the amount of: 
a. $2,582,401 (net HST included) with funding from the Permitting and Licensing CI990013, as outlined in the Financial Implications section of the staff report dated September 25, 2017, and 
b. $151,973 (net HST included) for subscription fees, support and maintenance for the first partial year of operation with funding from the 2017/18 operating budget. This may be prorated further depending on project start. Funding for future (Years 2 through 5) subscription fees and support and maintenance will be included in the proposed Operating Budget for each applicable fiscal year, starting in fiscal 2018-19; and over five-years of the Permitting, Licensing & Compliance Solution, pending Ministerial approval per HRM Charter Section 111(5);
2. Pending Ministerial approval, per HRM Charter Section 111(5), direct the Chief Administrative Officer (CAO) to execute a contract with Computronix Inc. with terms that are satisfactory to the Director of Legal Services.

Motion:
That Halifax Regional Council send a letter of support for HIAA’s Application under the federal National Trade Corridors Fund for an expanded air cargo logistics park.

14.1.5 HRM Public Safety Strategy

Motion:
That Halifax Regional Council:
1. Approve the attached document, Public Safety Strategy 2018-22 (Attachment 1 of the staff report dated October 23, 2017), for use as a strategy framework for municipal decision-making regarding public safety; and
2. Direct the Chief Administrative Officer (CAO) to provide an annual progress report to Regional Council. 
 

14.2 AUDIT AND FINANCE STANDING COMMITTEE 
14.2.1
Write-off of Uncollectable Accounts – Sackville Sports Stadium [PDF]
Motion:
That Halifax Regional Council approve:
1. That the total outstanding accounts receivable of the Sackville Sports Stadium in the amount of $295,032.74 comprised of $295,032.74 principal and $0.00 interest be formally written out of the books of account; and
2. That the private and confidential In Camera report “Write-off of Uncollectible Accounts – Sackville Sports Stadium - Details” to HRM Regional Council not be released to the public.

14.2.2 Fall River Water Servicing – Municipal Contribution [PDF]
Motion:
That Halifax Regional Council:
1. Include the Gordon R. Snow Community Centre and (Fire) Station 45, both at 1359 Fall River Road, and the Seniors Friendly Centre, at 1018 Fall River Road, in the Local Improvement Charge (LIC) calculation for the Fall River Water Servicing project approved by Regional Council on July 18th, 2017, and
2. Fund the payment of the LICs for these two municipal properties, estimated at $119,000, from the General Contingency Reserve (Q421), as described in the Financial Implications section of the October 10, 2017 staff report.

14.2.3 Halifax Community Road Train Funding [PDF]
Motion:
That Halifax Regional Council approve that the Halifax Regional Municipality use funds from M310 - 8004 to provide a grant of $50,000 to the Halifax Community Road Train Society to support the 2017 operation of the Community Road Train service.

14.2.4 WE Day Atlantic Funding Source Confirmation [PDF]
Motion:
That Halifax Regional Council:
1. Approve funding in the amount of $27,500 from the General Contingency Reserve, Q421, for 2017/18 to maintain the total grant amount of $65,000 for WE Day Atlantic; and
2. Approve funding in the amount of $27,500 from the General Contingency Reserve, Q421, for 2018/19 to maintain the total grant amount of $65,000 for WE Day Atlantic.
 

14.3 EXECUTIVE STANDING COMMITTEE 
14.3.1
2018 Council Meeting Schedule [PDF]
Motion:
That Halifax Regional Council approve the proposed 2018 Council Meeting Schedule as outlined in Attachment 1 of the staff report dated July 27, 2017.

14.3.2 Support for Halifax Access4All Accessibility Policy and Action Plan [PDF]
Motion:
It is recommended to Halifax Regional Council that:
1. The Walk ‘n Roll proposal for funding, as submitted, be refused on the grounds that that $90,000 has already been allocated in the 2017/2018 budget to support the delivery of accessibility related initiatives across the municipality; 
2. The Chief Administrative Officer (CAO), through the Diversity and Inclusion office, continue work on HRM’s framework and reporting model for Halifax’s Inclusive and Accessible initiatives with consultation and input from Walk ‘n Roll Halifax, the Accessibility Advisory Committee, and other community organizations and individuals, with the framework to be in alignment with the Council Priority Areas of Healthy, Liveable Communities (Recreation & Leisure), Social Development (Accessible Community), and Transportation (Interconnected & Strategic Growth; A Safe & Accessible Transportation Network); and
3. That the CAO prepare a report outlining progress to date on the accessibility framework.
 

14.4 HALIFAX AND WEST COMMUNITY COUNCIL
14.4.1
Annual Report on the progress Towards the Implementation of the Western Common Wilderness Common Master Plan [PDF]
Motion as amended:
That Halifax Regional Council direct staff to report annually to Halifax and West Community Council on progress toward the implementation of the Western Common Wilderness Common Master Plan, similar to a requirement to produce an annual report on steps undertaken with respect to the creation of the Blue Mountain – Birch Cove Lakes Regional Park.

Motion:
That Halifax Regional Council request a staff report with recommendations to Regional Council on the feasibility of initiating the process to facilitate the elimination of train whistles at the intersection between Oakfield Park Road and the private driveway located at crossing mile 26.23 Bedford Sub 121.

14.5.2 Councillor Hendsbee – One Month Extension to Halifax Transit Route 370 Service Adjustment [PDF]
Motion:
That Regional Council request a staff report for Halifax Transit to consider a one month extension to the Route 370 service adjustment to go beyond the November 27th cut off date.
 

15. MOTIONS
15.1 Councillor Cleary

That Halifax Regional Council request a staff report with recommendations for the creation and maintenance of a municipal lobbyist registry, which should include a regular, transparent reporting process, and contains a jurisdictional scan for best practices in other Municipal, Provincial and Federal Governments.

16.2 Personnel Matter 
Citizen and Councillor appointments to boards and committees in keeping with the Public Appointment Policy adopted by Regional Council in August 2011.

16.2.1 Ratification of a Citizen Appointment to the Community Monitoring Committee – Private and Confidential Report 
Motion: 
That Halifax Regional Council:
1. Approve the appointment to the Community Monitoring Committee as set out in the discussion section of the private and confidential report dated October 24, 2017 from the Executive Standing Committee.
2. It is further recommended that the Citizen appointment be released to the public following ratification and notification of the successful candidate. 

16.3 Property Matter
A matter pertaining to providing instruction and direction to officers and employees of the Municipality pertaining to the acquisition / sale of land in regard to: 

16.3.1 Property Acquisition – Old Sambro Road, Williamswood – Private and Confidential Report 
Motion: 
That Halifax Regional Council:
1. Authorize the Mayor and Municipal Clerk to execute an Agreement of Purchase and Sale as per the terms and conditions outlined in Table 1 of the private and confidential report dated October 12, 2017; and
2. Not release the private and confidential report dated October 12, 2017 until the transaction has closed.

16.3.2 Councillor Hendsbee – Parkland Acquisition Strategic Parcel – Private and Confidential Report 
Motion: 
That Halifax Regional Council request staff to re-investigate Parkland acquisition of property in the Porters Lake area, as outlined in the private and confidential Councillor Request for Consideration form.

17.1 Ratification from Committee of the Whole - The Capped Assessment Program in the Halifax Region
Motion:

That Halifax Regional Council direct the Mayor to write the Minister of Municipal Affairs and a copy to Cabinet members and request they examine possible solutions to the unintended consequences of the Assessment Cap, including its  impact on the economy through declining property sales and its negative impact on housing affordability including consideration of a method(s) to protect against spikes in assessment, an easily understood program in light of the complexity of the existing program and a seniors/low income program and further the changes be phased in over seven (7) years.
