Following today’s announcement by the Province of Nova Scotia, the Halifax Regional Municipality confirms its ongoing commitment to collaborate with the Province of Nova Scotia in addressing housing and homelessness in our region.
The municipality is pleased with a number of measures outlined during this morning’s provincial press conference, including a commitment to fulfilling recommendations from the Affordable Housing Commission, the introduction of inclusionary zoning, more flexibility with municipal taxation measures, increased support for affordable housing, designation of provincial lands for housing in serviceable areas and wrap-around supports for those living in emergency accommodations.
The municipality also looks forward to receiving more detail from the province on the creation of a joint task force to facilitate approvals of large residential developments.
Well-established municipal plans and strategies have been informed by extensive public consultation – reflecting the values and vision of residents. Together, the Regional Plan, the Integrated Mobility Plan, the Centre Plan and the Rapid Transit Strategy are the culmination of years of strategic planning and efforts to manage infrastructure, develop sustainable communities and improve the range of transportation for residents.
In particular, the Regional Plan establishes long-range, region-wide planning policies outlining where, when, and how future growth and development should take place between now and 2031.
“Halifax has experienced unprecedented growth because we’ve developed plans and policies that create the kind of vibrant city that attracts people and investment,” said Mayor Mike Savage.
Under existing municipal regulations, approximately 56,000 residential units can be built without any changes to policy or land use by-laws. There are approximately 19,000 units that could proceed today – where municipal approvals have already been granted by Development Agreement or Site Plan Approval and there are 4,010 units currently under construction. Approximately 37,000 units could also begin construction through Building Permits or Site Plan Approvals as part of Centre Plan for which the municipality anticipates receiving provincial approval before the end of this year.
The municipality stands behind the current development processes but recognizes that shortening wait times for both small and large projects will further the goal of continuously improving service delivery. The municipality is prepared to work closely with the province to help advance this work, while maintaining a primary focus on the interests of its citizens.
“The province and the municipality share a responsibility to ensure all residents have an opportunity to realize their potential, to sleep in a warm bed under a secure roof,” said Mayor Savage. “I look forward to working with the Premier and the Minister in the days and weeks ahead.”
The municipality is also committed to continuing to work with private industry, residents, communities and key stakeholders to continue to advance a sustainable growth strategy for the Halifax region.

À la suite de l’annonce faite aujourd’hui par la province de la Nouvelle-Écosse, la Municipalité régionale d’Halifax confirme son engagement continu de collaborer avec elle pour s’attaquer à la question du logement et de l’itinérance dans notre région.
La Municipalité est satisfaite d’un certain nombre de mesures décrites lors de la conférence de presse provinciale de ce matin, notamment l’engagement de donner suite aux recommandations de l’Affordable Housing Commission, l’instauration d’un zonage d’inclusion, une plus grande souplesse avec les mesures d’imposition municipale, un soutien accru pour le logement abordable, la désignation de terrains provinciaux pour le logement dans les zones utilisables et un soutien complet pour les personnes vivant dans des hébergements d’urgence.
La Municipalité attend également avec impatience de recevoir plus de détails de la Province sur la création d’un groupe de travail mixte pour faciliter l’approbation des grands ensembles domiciliaires.
Des plans et stratégies municipaux bien établis ont été éclairés par une vaste consultation publique, qui reflète les valeurs et la vision des résidents. Ensemble, le Plan régional, le Plan intégré de mobilité, le Plan du centre et la Stratégie de transport en commun rapide sont l’aboutissement d’années de planification stratégique et d’efforts visant à gérer l’infrastructure, à développer des collectivités durables et à améliorer la gamme de transports pour les résidents.
En particulier, le Plan régional établit des politiques de planification à long terme pour l’ensemble de la région, qui décrivent où, quand et comment la croissance et le développement futurs devraient avoir lieu d’ici 2031.
« Halifax a connu une croissance sans précédent parce que nous avons élaboré des plans et des politiques qui créent le genre de ville dynamique qui attire les gens et les investissements », a déclaré le maire Mike Savage.
En vertu des règlements municipaux en vigueur, environ 56 000 logements peuvent être construits sans modification des politiques ou des règlements municipaux sur l’utilisation des terrains. Il y a environ 19 000 logements qui pourraient aller de l’avant aujourd’hui, car les approbations municipales ont déjà été accordées par l’entente de développement ou l’approbation du plan de situation, et 4 010 logements sont actuellement en construction. La construction d’environ 37 000 logements pourrait également commencer par l’intermédiaire de permis de construire ou d’approbations de plan de situation dans le cadre du Plan du centre, dont la Municipalité prévoit recevoir l’approbation provinciale avant la fin de cette année.
La Municipalité appuie les processus de développement actuels, mais elle reconnaît que la réduction des délais d’attente pour les petits et les grands projets favorisera l’objectif d’amélioration continue de la prestation des services. La Municipalité est prête à travailler en étroite collaboration avec la Province pour contribuer à faire avancer ce travail, tout en maintenant l’objectif principal de protéger les intérêts de ses citoyens.
« La Province et la Municipalité partagent la responsabilité de veiller à ce que tous les résidents aient la possibilité de réaliser leur potentiel, de dormir dans un lit chaud sous un toit sécuritaire », a déclaré le maire Savage. « Je suis impatient de travailler avec le premier ministre et le ministre dans les jours et les semaines à venir. »
La Municipalité s’est également engagée à continuer de travailler avec l’industrie privée, les résidents, les collectivités et les principaux intervenants afin de continuer à faire avancer une stratégie de croissance durable pour la région de Halifax.
