That Halifax Regional Council authorize the Mayor and Municipal Clerk to enter into a less than market value lease agreement with the South End Community Day Care for the leased premises located at 5594 Morris Street, Halifax, as per the key terms and conditions set out in Table 1 in the discussion section of the staff report dated February 22, 2021.

11.1.2 Green Choice Program [PDF]
Motion: 
That Halifax Regional Council direct the Chief Administrative Officer to: 

1. Submit an expression of interest to the Province of Nova Scotia for enrollment in the Green Choice Program to procure 100% of the Municipality’s corporate electricity need through renewable resources; 

2. Pay the non-refundable application fee of $500 to apply for enrollment in the Green Choice Program; and 

3. If accepted into the Green Choice Program, negotiate a Subscriber Agreement and return to Regional Council with the finalized Subscriber Agreement, including term length and financial risk considerations for approval.

That Halifax Regional Council give First Reading to By-law S-315, amending By-law S-300, Respecting Streets, as set out in Attachment B of the staff report dated May 11, 2021.

11.1.4 Increase to Contract – Tender 18-071 Janitorial Services – Outdoor Washrooms, Group 2[PDF]
Motion:
That Halifax Regional Council approve an increase to contract 18-071 Janitorial Services – Outdoor Washrooms, Group 2 in the amount of $42,653 (net HST included) with funding from Municipal Facilities Maintenance and Operations cost centre W200, as outlined in the Financial Implications section of the staff report dated May 11, 2021.

11.1.5 Facility Operating Agreement – East Dartmouth Community Centre[PDF]

That Halifax Regional Council authorize the Chief Administrative Officer (CAO) to: 

1. Execute a Facility Operating Agreement with the Boys & Girls Clubs of Greater Halifax, for the East Dartmouth Community Centre, substantially in the same form as set out in Attachment 1 of the staff report dated April 17, 2021; and 

2. Negotiate and execute an Assignment and Assumption Agreement with the Boys & Girls Clubs of Greater Halifax for the existing sublease with the Nova Scotia Health Authority consistent with the key terms and conditions outlined in Table 1 of the staff report dated April 17, 2021. 

11.1.6 Increase to Contract – PO 2070802671 Consulting Services for Woodside Ferry Terminal Recapitalization Phase 1 and Phase 2[PDF]

That Halifax Regional Council: 

1. Approve an increase of $108,456 (net HST included) to PO 2070802671, Consulting Services for Woodside Ferry Terminal, Phase 1 and 2, to Abbott Brown Architects, from Project No. CB000042 – Woodside Ferry Terminal Upgrades and from Project No. CB190008 - Energy Efficiency Initiatives, as outlined in the Financial Implications section of the staff report dated May 10, 2021. 

2. Approve an increase of $40,000 (net HST included) to PO 2070847216, for CN Rail Permit Fees and Flagman Services from Project No. CB000042 – Woodside Ferry Terminal Upgrades, as outlined in the Financial Implications section of the staff report dated May 10, 2021. 

11.1.7 Proposed Amendments to Administrative Order 46, Respecting Asset Naming Policies and Administrative Order 29, Respecting HRM Civic Addressing Policies – Address Asset and Street Naming Procedures as per the Task Force on the Commemoration of Edward Cornwallis and the Recognition and Commemoration of Indigenous History [PDF]

That Halifax Regional Council: 

1. Adopt the proposed amendments to Administrative Order 46, the HRM Asset Naming Administrative Order to allow commemorative renaming, as shown in Attachment A of the staff report dated May 10, 2021; 

2. Approve the renaming of Cornwallis Park to Peace and Friendship Park, as shown in Attachment B of the staff report dated May 10, 2021; 

3. Adopt the proposed amendments to Administrative Order 29, the HRM Civic Addressing Administrative Order to allow for Council’s future consideration of: 

a. increased flexibility in streets renamings, as shown in Attachment C of the staff report dated May 10, 2021; and 

b. the potential for apostrophes in street names, as shown in Attachment C of the staff report dated May 10, 2021; and 

4. Approve the community consultation process for renaming Cornwallis Street as shown in Attachment D of the staff report dated May 10, 2021.

2. Approve an increase to Project No. CI990031 Parking Technology in the amount of $24,000 with funding from General Contingency Reserve Q421, as outlined in the Financial Implications section of the staff report dated June 2, 2021.

and direct the Chief Administrative Officer to:

3. Adopt and implement the marketing strategy valued at $50,000;

4. Cover HotSpot pay-per-use fees for a period of three months up to $15,000;

5. Execute a contract change order with Precise Parklink on terms satisfactory to the Chief Administrative Officer, to cover set up costs and the first year of subscription fees of a merchant validation program for up to 200 merchants, to be administered by the Business Improvement Districts; and

6. In support of the COVID Recovery Programming, waive parking rates pursuant to section 12A of Administrative Order 15 Respecting License, Permit and Processing Fees to offer free on-street metered parking between 4-6 pm on the following days, provided there are no public health directives that would cancel the programming:

11.3 COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT STANDING COMMITTEE
11.3.1 Multi-Service Youth Centre Evaluation

That Halifax Regional Council:

1. Approve the continuation of the collaborative multi-agency, Multi-Service Youth Centre (The Den) at Acadia School in Lower Sackville;

2. Direct the Chief Administrative Officer to continue to seek opportunities to establish multi-services youth centres in other areas of the municipality based on the approach outlined in the discussion section of the April 6, 2021 staff report;

 3. Direct the Chief Administrative Officer to adopt the multi-service youth centre model as outlined in the April 6, 2021 staff report as the preferred model in the delivery of programs and services to youth in the municipality; and

4. Subject to approval of funds in the 2022/23 budget, the confirmation of a suitable location and the commitment of the stakeholders, approve the creation of a multi-service youth centre in the Spryfield/Herring Cove area.

11.4 HALIFAX AND WEST COMMUNITY COUNCIL
11.4.1 Council Request for Rezoning of PIDs 00271585, 00323139, 00323147 on and near Williams Lake, Halifax

That Halifax Regional Council direct the Chief Administrative Officer to:

1. Initiate a process to consider site-specific amendments to the Halifax Secondary Municipal Planning Strategy and Halifax Mainland Land Use By-law for PID 00323139, and portions of PIDs 00271585 and 00323147 zoned Residential Development District (RDD), in order to better protect the environmentally-sensitive features identified on Maps 3a and 3b of the Mainland South SPS (Maps 5 and 6 of the staff report dated March 17, 2021); and follow the public participation program for municipal planning strategy amendments as approved by Regional Council on February 27, 1997; and

2. Consider amendments to the Regional Municipal Planning Strategy, the Halifax Secondary Municipal Planning Strategy and Halifax Mainland Land Use By-law for lands currently designated and zoned Urban Reserve in the Purcell’s Cove Backlands area (as shown on Map 1 of the staff report dated March 17, 2021), through the ongoing Regional Plan Review (Case 22257) in order to protect environmentally-significant features in the area, consistent with the policy directions outlined in the staff report dated March 17, 2021.

2. Pending final approval of the 2021/2022 budget, approve two New (Emerging) Event Grants in the amount of $20,500 as identified in Table 2 of the staff report dated March 23, 2021 from the Community and Events Reserve, Q621;

3. Pending final approval of the 2021/2022 budget, approve eleven Signature Event Grants in the amount of $440,000 as identified in Table 3 of the staff report dated March 23, 2021 from the Community and Events Reserve, Q621;
