Motion:
That Halifax Regional Council refuse the proposed amendments to the Municipal Planning Strategy (MPS) and Land Use By-law (LUB) for Planning Districts 1 and 3, (St. Margaret’s Bay) as set out in Attachments A and B of the staff report dated July 11, 2018, to permit an asphalt plant on a portion of PID# 41457821 north of Highway 103 and west of Little Indian Lake, Head of St, Margarets Bay.

14.1.1 Second Reading Proposed By-law R-108, an amendment to By-law R-100, Respecting the Repeal of By-laws and Ordinances [PDF]
Motion:
That Halifax Regional Council adopt By-law R-108 as contained in Appendix A of the staff report dated August 17, 2018 to repeal the following: 
(a) By-law 15100 Trade and Licensing By-law (Bedford); 
(b) By-law A-501 Automatic Machines, Games Tables, Vending Machines and Mechanical Rides (Dartmouth); 
(c) By-law 15 Trade and Licensing By-law (County of Halifax); and
(d) By-law A-200 Automatic Machines (HRM). 

14.1.2 Second Reading Proposed By-law P-1101, Private Road Maintenance By-law, Proposed Administrative Order 2018-003-ADM, Respecting Private Road Maintenance Cost Recovery, and Amendments to Administrative Order 45, Respecting Private Road Maintenance [PDF]
Motion:
That Halifax Regional Council:
1. adopt proposed By-law Number P-1101, amending the Private Road Maintenance By-law, as set out in Attachment 3 of the staff report dated August 7, 2018; and
2. adopt the Private Road Maintenance Cost Recovery Administrative Order 2018-003-ADM, as set out in Attachment 1 of the staff report dated August 7, 2018, including repealing the Private Road Maintenance Cost Recovery Policy and Administrative Order 45, Respecting Private Road Maintenance. 

14.1.3 Approval of 2019/20 Budget Schedule, Update on Business Planning, Operating & Capital Budgets [PDF]
Motion: 
That Halifax Regional Council approve the 2019/2020 Budget Consultation Schedule as outlined in Attachment A of the staff report dated September 18, 2018.

14.1.4 Off-leash Dog Area – Don Bayer Park, 26 Troop Ave, Dartmouth [PDF]
Motion: 
That Halifax Regional Council: 
1. Approve the general area identified on Map 1 of the staff report dated October 4, 2018 within Don Bayer Park, 26 Troop Avenue, Dartmouth, for designation as a dedicated Off-Leash Dog Area pursuant to Administrative Order 2017-013-OP with requirements for hours of operation and other regulations pursuant to the Parks By-law (P-600), to be effective upon completion of the necessary capital work to Don Bayer Park;
2. Direct staff to include this project in the capital prioritization exercise for consideration in the 2019/20 Capital Budget for the development of the Don Bayer Park Off-Leash Dog Area; and
3. Direct staff to continue with the off-leash work program as outlined in the staff report dated October 4, 2018. 
 

14.2 ENVIRONMENT AND SUSTAINABILITY STANDING COMMITTEE
14.2.1
Natural Disaster Mitigation Program – Flood Risk Assessment Study  [PDF]
Motion:
That Halifax Regional Council:
1. Accept the methodology contained in the National Disaster Flood Risk Assessment study as set out in Attachment E of the staff report dated September 10, 2018, as the basis for prioritizing mitigation projects in flood prone areas; and
2. Direct the Chief Administrative Officer to:
a. work with Halifax Water to develop a joint flood risk assessments implementation plan for the ten sites outlined in the Discussion section of the staff report dated September 10, 2018, which will include a funding/cost-sharing strategy with options for consideration of Regional Council during the 2019/20 and 2020/21 business plan and budget deliberations; and
b. submit an application to the National Disaster Mitigation Program to carry out follow-up studies for the Sackville Rivers and Shubenacadie Lakes systems.

14.3.1
Case H00462 - Request to Include the Kenny-Dennis Building at 1740 Granville Street, Halifax, in the Registry of Heritage Property for the Halifax Regional Municipality  [PDF]
Motion:
That Halifax Regional Council set a date for a heritage hearing to consider the inclusion of the subject property located at 1740 Granville Street in the registry of heritage property for the Halifax Regional Municipality as shown on Map 1 attached to the staff report dated September 9, 2018, as a municipal heritage property.

14.4.1
Councillor Cleary - Analysis of the last five years of capital project estimates [PDF]
Motion: 
That Halifax Regional Council request a staff report that analyzes the last five years of capital project estimates (including buildings, paving, etc.) to understand if projects are generally being under-estimated at each class of estimate and, if so, by how much. The data analysis should be applied to individual projects, types of projects, and projects by department, and staff should provide recommendations to improve capital project estimating and budgeting.

14.4.2 Councillor Zurawski - Letter from the Mayor – Opposition to Offshore drilling or exploration of oil reserves [PDF]
Motion:
That Halifax Regional Council request that Mayor Savage write letter on behalf of Halifax Regional Council, to the Province of Nova Scotia, to voice opposition to offshore drilling or exploration of oil reserves.

14.4.3 Councillor Adams - Issues with New LED Streetlights [PDF]
Motion:
That Halifax Regional Council request a staff report with respect to the delays encountered in regard to the replacement of LED street lights. In the interim, I would ask that the lights that are identified through 311 and other means be replaced within the month.

Motion:
That Halifax Regional Council:
1. Direct staff to proceed with discussions as outlined in the private and confidential report dated September 22, 2018 and return to Regional Council; and
2. It is further recommended that the private and confidential report dated September 22, 2018 not be released to the public.

17.1 Councillor Adams – Supporting Nova Scotia Shipyard jobs [PDF]
Motion: 
That Halifax Regional Council:
1. Call on the Federal government to stop its plans to divide maintenance work between the Irving Shipyard in Nova Scotia and Davie Shipbuilding in Quebec, in order to avoid massive job losses and an economic downturn in the region; 
2. Call on the Federal government to ensure skilled work traditionally done at Irving Shipyard continue to be done there and to support our local workers and their families. 
 
17.2 Councillor Hendsbee – Onsite Septic System Financing [PDF]
Motion: 
That Regional Council request a staff report for a possible Bylaw/Administrative Order to enable the Municipality to provide property owners the opportunity to finance the repair, upgrade and/or replacement of their onsite septic systems.

That Halifax Regional Council in accordance with Administrative Order 2017-012-GOV, appoint the individual as outlined in the private and confidential report dated October 10, 2018 to the Special Advisory Committee on the Commemoration of Edward Cornwallis and the Recognition and Commemoration of Indigenous History.
