  That Halifax Regional Council authorize an increase to contract for RFP No.15- 334, Consulting Services - Argyle & Grafton Shared Streetscapes, to Ekistics Plan + Design, for changes to the contracted scope of work, in the amount of $31,368 (net HST included), with funding from Project Account No. CD000002, Downtown Streetscapes ‐ Capital Improvement Campaign, as outlined in the Financial Implications section of the staff report dated March 23, 2017.

14.1.2 Award - Unit Price Tender No. 17-001, Fort Needham Memorial Park Improvements [PDF]

  That Halifax Regional Council:
  1. Award Tender No. 17-001, Fort Needham Memorial Park Improvements, to the lowest bidder meeting specifications, Turf Masters Landscaping Ltd., for a Total Tender Price of $2,001,023 (net HST included) from Project Account No. CP000012, Fort Needham Master Plan Implementation, as outlined in the Financial Implications section of the staff report dated March 30, 2017.
  2. Motion:
  That Halifax Regional Council award Tender 16-171, Dartmouth Sportsplex Revitalization – Construction Services, to the lowest priced qualified bidder, Marco Maritimes Ltd., for a total cost of $23,273,000 (HST fully refundable). Funding is available from Project Account CB000006 – Dartmouth Sportsplex Revitalization, as outlined in the Financial Implications section of the staff report dated March 10, 2017.

14.1.4 First Reading Proposed By-law S-1002, an Amendment to By-Law S-1000, Respecting the Regulation of Sidewalk Cafés [PDF]
Motion – Councillor Mason:
  That Halifax Regional Council give First Reading to Proposed By-law S-1002, further amending By-law S-1000, the Sidewalk Café By-law, as set out in Attachment 2 of the staff report dated March 21, 2017 and schedule a Public Hearing.

14.1.5 First Reading Proposed By-Law L-137, an Amendment to By-Law L-100, Respecting Charges for Local Improvements - Extension of Municipal Water Service into Fall River Village [PDF]

  That Halifax Regional Council give First Reading:
  1. to amendments to the Regional Subdivision By-law to extend the Water Service Area in Fall River, as set out in Attachment B of the staff report dated March 10, 2017, and schedule a Public Hearing;
  2. to By-law L-137, further amending By-law L-100, the Local Improvement By- law, as detailed in Attachment C of the staff report dated March 10, 2017, to impose charges for the installation of water servicing in Fall River and adjoining lots along Fall River Road and Highway #2 to the Hwy 102 Overpass, Lockview Road to the Lockview School access, and McPherson Road and a portion of Ingram Drive, and schedule a Public Hearing.

14.1.6 Community Grants Program - Trails Funding (Supplementary Report) [PDF]

Motion:
  That Halifax Regional Council continue to provide eligibility for funding, through the Community Grants Program, to recreation trails that are located on property owned and operated by non-profit and charitable organizations until such time as:
  1. Council receives a staff report and recommendation respecting the possible adoption of a policy to regularize participation and funding consideration for HRM partnered trail associations; and
  2. Council provides direction to the Chief Administrative Officer in respect of that report and recommendation.

14.1.7 Proposed Administrative Order 2017-003-GOV, Respecting the Federation of Canadian Municipalities (FCM) Advisory Committee[PDF]
Motion – Councillor Walker:
  That Halifax Regional Council:
  1. Adopt Administrative Order 2017-003-GOV, the FCM Advisory Committee Administrative Order, as set out in Attachment 1 of the staff report dated March 29, 2017; and
  2. If Council adopts the Administrative Order, appoint Mayor Mike Savage, Councillors Russell Walker, Bill Karsten, Matt Whitman, Waye Mason, Sam Austin, David Hendsbee and Deputy Mayor Steve Craig to the 2018 FCM Conference Council Advisory Committee for a term beginning April 11, 2017 and ending July 1, 2018.

  That Halifax Regional Council direct the Chief Administrative Officer to maintain the Municipality’s existing winter sidewalk snow clearing services for Saraguay Place.

14.1.9 Case 20756 – Municipal Planning Strategy Amendments for 246 Waverley Road and 2 and 4 Montebello Drive, Dartmouth [PDF]
Motion:
  That Halifax Regional Council direct staff to:
  1. Initiate a process to consider amendments to the Municipal Planning Strategy for Dartmouth to acknowledge the lands at the southeast corner of Waverley Road and Montebello Drive (Civic 246 Waverley Road and 2 and 4 Montebello Drive) within the Waverley Road Mixed Use sub-designation, to enable consideration of a development agreement for a multiple unit dwelling on these properties; and
  2. Follow the public participation program for municipal planning strategy amendments as approved by Regional Council on February 27, 1997.

  That Halifax Regional Council direct staff to undertake consultations with internal and external stakeholders to consider possible by-law and administrative amendments to By-law S-801, Respecting Licensing of Temporary Signs and Administrative Order #15, Respecting License, Permit and Processing Fees and prepare a recommendation report with proposed amendments for Regional Councils consideration.

14.1.11 Organics Management Consultation and Strategy

  That Halifax Regional Council:
  1. Approve the Organics Management Strategy as outlined on page 7 of the staff report dated March 2, 2017;
  2. Approve the Request for Qualifications Key Terms as outlined in Attachment A of the staff report dated March 2, 2017;
  3. Direct staff to issue a Request for Qualifications and return to Council with the recommended Request for Proposals Key Terms for input and approval prior to its issuance;
  4. Direct staff to make application for subdivision approval to expand the Northern and Eastern lot boundaries of 61 Evergreen Place by 200 meters North and 100 meters East as conceptualized in Attachment D to the staff report dated March 2, 2017;
  5. Initiate a process to consider amendments to the Regional Municipal Planning Strategy, Halifax Municipal Planning Strategy and Halifax Land Use By-law to enable the expansion of HRM’s Goodwood composting facility located at 61 Evergreen Place;
  6. Follow the public participation program for municipal planning strategy amendments as approved by Regional Council on February 27, 1997; and
  7. Approve in principle a community integration fund be established in the amount of $1 million for the expansion of 61 Evergreen Place with $350,000 in funding allocated toward the development of the Western Common Wilderness Common, $325,000 in funding allocated toward infrastructure at the Prospect Road Community Center and $325,000 in funding allocated to projects identified through a community consultation.

14.1.12 Award – Request for Proposal 17-048 – HRM 2017 Insurance Renewal [PDF]
Motion:
  That Halifax Regional Council:
  1. Award RFP 17-048, HRM 2017 Insurance Renewal to Aon Reed Stenhouse Inc. for a one year term, effective June 1, 2017, renewable annually for a period not to exceed five (5) years, at an estimated cost in the first year of $2,202,956 (HST Exempt) as outlined in the Budget Implications section of the staff report dated April 5, 2017.
  2. Direct staff to negotiate remaining coverages with the successful proponent as outlined in the Discussion Section of the staff report dated April 5, 2017.

14.1.13 Update regarding the Proposed Blue Mountain/Birch Cove Regional Park [PDF]
Motion:
  That Halifax Regional Council direct staff to undertake additional analysis and advance discussions regarding the acquisition of lands or the rights to lands for public access as identified within the staff report dated April 5, 2017 and the Private and Confidential Information Report dated April 5, 2017, and report back to Regional Council with any prospective terms, conditions, and costs.

14.1.14 Case 20227 - Incentive or Bonus Zoning Agreement - Mixed-Use Development at 5515 Clyde Street, Halifax [PDF]
Motion:
  That Halifax Regional Council adopt, and authorize the Mayor and Clerk to enter into and execute, the Incentive or Bonus Zoning Agreement as provided in “Attachment A” of the staff report dated April 7, 2017 for the mixed-used development at 5515 Clyde Street, Halifax.

14.1.15 Supplementary Education Tax Rate for 2017-18 [PDF]
Motion:
  That Halifax Regional Council recommended that
  - the Operating Budget for Supplementary Education in the amount of $15,648,600 gross expenditures and $15,648,600 in area rate tax revenues be approved; and
  - the tax rates for Supplementary Education, under Section 80 of the Halifax Regional Municipality Charter, shall be set at the rate of $0.027 per $100 of the residential and resource assessment and at $0.075 per $100 of the commercial assessment.

14.1.16 Award – Unit Price Tender No. 17-200, Argyle & Grafton Shared Streetscapes  - REVISED [PDF]
Motion:
  That Halifax Regional Council:
  1. Award Tender No. 17-200, Argyle & Grafton Shared Streetscapes to the lowest bidder meeting specifications, Dexter Construction Company Limited for a Total Tender Price of $5,139,527 (net HST included);
  2. Award the Construction Services component of RFP No. P15-334 Consulting Services - Argyle & Grafton Shared Streetscapes (Phase 3 - Construction including Construction Administration, Inspection and Certification Services), to Ekistics Plan + Design in the amount of $337,072 (net HST included); and
  3. Award Archaeological Monitoring and Reporting for this project to Davis MacIntyre & Associates Ltd in the amount of $6,373 (net HST included).
  4. Approve an increase to Project Account No. CD000002 – Downtown Streetscapes Capital Improvement Campaign in the amount of $102,022 which will be funded through cost sharing as outlined in the Financial Implications section of the staff report dated April 13, 2017 and approve cost sharing agreements in Attachments A, B and C of the staff report dated April 13, 2017.
  All of the above to be awarded with funding from Project Account No. CD000002 – Downtown Streetscapes – Capital Improvement Campaign, as outlined in the Financial Implications section of the staff report dated April 13, 2017.

14.2 COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT STANDING COMMITTEE
14.2.1 Halifax Green Network Plan – Planning & Implementation Directions (31.6 Mb)[PDF]
Motion:
  That Halifax Regional Council Direct that staff use the Halifax Green Network Plan Primer December 2016, attached as Attachment A of the staff report dated February 2, 2017, as the framework for the final phase of public engagement, and for the development of the full consolidated Halifax Green Network Plan, and that staff return to Council for its consideration of the resulting Plan.

14.2.2 HRM Anti-Poverty Strategy [PDF]
Motion:
  That Halifax Regional Council:
  1. Collaborate with United Way Halifax and other partners on the development of an Anti-Poverty Strategy for the municipality.
  2. Initially make up to $20,000 of in-kind support available to develop the strategy.
  3. Consider additional involvement in activities designed to reduce poverty based on the report arising from the consultations to be launched by the United Way.


14.3 TRANSPORTATION STANDING COMMITTEE
14.3.1 Traffic Control Persons for Special Events [PDF]
Motion:
  That Halifax Regional Council:
  1. Request that the Government of Nova Scotia amend the Nova Scotia Motor Vehicle Act to permit Traffic Control Persons to direct the movement of traffic for special events.
  2. Request that the Government of Nova Scotia modify the Province’s training and accreditation processes to reflect special events-related roles for Traffic Control Persons and Temporary Workplace Signers.
  3. Request that the Government of Nova Scotia revise the Province’s TC Manual to include standards, principles and guidelines applicable to special events-related traffic control scenarios.

  That Halifax Regional Council request a staff report regarding potential changes to Administrative Order 1 section 47 (1) F regarding the automatic referral of presentations before Council to staff for review, comments and recommendations.

14.4.2 Councillor Cleary – Commemoration of Edward Cornwallis on Municipal Assets and Reconciliation [PDF]
Motion:
  That Halifax Regional Council, in the spirit of the Council-adopted Statement of Reconciliation of December 8, 2015, request a staff report with terms of reference and a recommended composition for an expert panel to review and advise Council regarding any changes to the commemoration of Edward Cornwallis on municipal assets, including Cornwallis Park and Cornwallis Street, and recommendations to recognize and commemorate the indigenous history in the lands now known as Halifax Regional Municipality.
