That Halifax Regional Council recognize:
1. Lucasville as an official HRM Community, as per Map 1 of the staff report dated October 17, 2017, and authorize staff to install community signs as identified on Map 2 of the staff report dated October 17, 2017.
2. Hammonds Plains as an official HRM Community, as per Map 3 of the staff report dated October 17, 2017, and authorize staff to install community signs as identified on Map 2 of the staff report dated October 17, 2017.
3. Upper Hammonds Plains as an official HRM Community, as per Map 4 of the staff report dated October 17, 2017; and

That Halifax Regional Council adopt the proposed amendments to Administrative Order 29 Respecting HRM Civic Addressing Policies as set out in Attachment A of the staff report dated November 3, 2017 in order to approve:
1. The naming of twelve new private lanes as identified in Attachment B and Maps 1-6 of the staff report dated November 3, 2017; and
2. The naming of nine public streets as identified in Attachment B and Map 7-9 of the staff report dated November 3, 2017.

That Halifax Regional Council authorize the Mayor and Municipal Clerk to enter into an Agreement of Purchase and Sale for the acquisition of 6814 Bayers Road, PID No. 00032540 as per the key terms and conditions outlined in Table 1 of the Private and Confidential Information Report dated November 8, 2017.

14.1.9 First Reading Proposed By-law P-601, an Amendment to By-law P-600, Respecting Municipal Parks, and Proposed Administrative Order 2017-013-OP, Respecting Off-Leash Dog Areas Within Parks – Off-Leash Dog Areas Program and Administrative Order [PDF]
Motion:
That Halifax Regional Council give First Reading to By-law P-601, amending By-law P-600, the Municipal Parks By-law, as set out in Attachment C of the staff report dated December 4, 2017.

14.1.10 Kiwanis Club of Dartmouth Building Proposal – Kiwanis Grahams Grove Park [PDF]
Motion:
That Halifax Regional Council direct staff to:
1. Include a new multi-use building at Kiwanis Grahams Grove Park with a net budget of $800,000 for consideration in the 2019/20 capital budget process to be prioritized against other capital priorities; 
2. Return to Regional Council to confirm the funding commitment once the building design is complete; and
3. Negotiate leases for space in the new building with the Kiwanis Club of Dartmouth and the Dartmouth Dragon Boat Association and return to Regional Council for approval of the resulting lease agreements, such that they are in place for the opening of a new building.

14.1.11 Shakespeare by the Sea Society – New Building Proposal  [PDF]
Motion:
That Halifax Regional Council direct staff to:
1. Complete remaining repairs to the existing roof on 5480 Point Pleasant Drive to enable ongoing operations to support the Shakespeare by The Sea license agreement with funding from Project No. CBX01270 – Structural Upgrades, as outlined in the Financial Implication section of the staff report dated November 29, 2017;
2. Include public consultation and conceptual planning for the Greenbank Multi-use Building in the 2018/19 budget and business plan for Council’s consideration;
3. Engage Shakespeare by the Sea and Parks Canada directly in the conceptual planning process and develop a Memorandum of Understanding, if required, outlining future roles within Point Pleasant Park for Council’s consideration; and 
4. Decline the request for $100,000 funding to Shakespeare By The Sea in support of capital planning for 2018, at this time.

14.1.12 Appointment of Development Officers [PDF]
Motion:
That Halifax Regional Council appoint Karen Godwin as Development Officer, pursuant to Subsection 258(1) of the Halifax Regional Municipality Charter, and that these appointments be effective for the duration of their current conditions of employment with the Halifax Regional Municipality.
 
14.1.13 Administrative Order 50 Disposal of Surplus Property - Community Interest PID 00076471 1588 Barrington Street, Halifax [PDF]
Motion:
That Halifax Regional Council:
1. Request that the 1588 Barrington Building Preservation Society (“the Society”) provide the following information to the Municipality by October 31, 2018:
(a) Confirmation that a shared fire evacuation exit is permitted;
(b) An updated five-year projected operating and capital budget, including
(i) confirmation of any funding from the Federal and Provincial governments;
(ii) the fundraising that has occurred indicating the pledges and any amounts received; and
(iii) commitments to lease commercial and subsidized space within 1588 Barrington Street, Halifax, PID 00076471 (“the Property”);
(c) Confirmation of eligibility with respect to any future Federal or Provincial operating funding not included in the five-year operating and capital budget and applicable timelines; 
(d) Copies of the applications that were filed with the Federal and Provincial governments for project-specific capital funding, including anticipated notification timelines; and
(e) A fundraising plan and progress report; and
2. Upon receiving the information in item 1, direct staff to review the information that was received from the Society and prepare a report and recommendation whether to proceed with the sale and a public hearing in respect to a proposed sale and return to Council for its consideration of that report.
3. If the owner’s consent is required for the Society to apply or receive approvals to develop the Property, authorize the Chief Administrative Officer, or designate, to provide such consent on behalf of the Municipality.

14.1.14 The Downie Wenjack Legacy Room Project [PDF]
Motion:
That Halifax Regional Council:
1. Approve a one-time contribution in the amount of $25,000 from Account M311- Grants and Tax Concession to the Tides Canada Foundation to support cross-cultural reconciliation projects funded under the Gord Downie and Chanie Wenjack Fund; 
2. Establish a Downie Wenjack Legacy Room in the Main Floor Boardroom at City Hall as per the terms of the Downie Wenjack Fund; 
3. Authorize the Chief Administrative Officer to negotiate and execute an agreement to participate in the Downie Wenjack Legacy Room Project with the Tides Canada Initiatives Society; 
4. Direct the Chief Administrative Officer, through the Office of Diversity and Inclusion, to conduct engagement and participation with the Mi’kmaw Community specifically in the development of and in the ceremonial opening of the Room; 
5. Direct the Chief Administrative Officer, through the Office of Diversity and Inclusion, to collaborate with Indigenous visual artists, artisans, curators and cultural centers to display Indigenous Art in the proposed Downie Wenjack Room in City Hall. 

14.1.15 Public Transit Infrastructure Fund (PTIF) Applications – Updates and Revisions [PDF]
Motion:
That Halifax Regional Council:
1. Waive the requirement to appear at Audit and Finance Standing Committee because of the time sensitive nature of the federal funding application;
2. Authorize the Mayor and Municipal Clerk to sign the Contribution Agreement with the Minister of Municipal Affairs, to receive funding for fifteen Access-A-Buses;
3. Authorize HRM to modify existing PTIF project applications including: withdrawing the Ferry Terminal Generator Project, reducing the scope of Alderney Pontoon Replacement to allow for refurbishment of both the Alderney and Halifax pontoons, redistributing residual funds from the Transit Security project, and applying for a new project to allow for the purchase of conventional expansion buses;
4. Approve a budget transfer from capital accounts CM000013 – Ferry Terminal Generators in the amount of $575K, CBX01171 – Ferry Terminal Pontoon Rehabilitation in the amount of $2.61M, and CMU00982 – Transit Security in the amount of $800K for a total transfer of $3.985M to capital account CV020003 – Conventional Bus Expansion; and,
5. Approve advanced 18/19 funding in the amount of $900K to account CV020003 – Conventional Bus Expansion.
 

14.2 COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT STANDING COMMITTEE
14.2.1 Proposed Administrative Order 2017-002-ADM, Respecting Charter of Governing Principles for Regulation and Proposed Amendments to Administrative Order 32, Respecting the Procedures for Developing By-Laws [PDF]
Motion:
That Halifax Regional Council adopt:
1. Administrative Order Number 2017-002-ADM, the Charter of Governing Principles for Regulation Administrative Order, as set out in Attachment 2 of the staff report dated November 6, 2017; and
2. The amendments to Administrative Order 32, the By-law Development Administrative Order, as set out in Attachment 3 of the staff report dated November 6, 2017.

14.3.1

Motion:
That Halifax Regional Council authorize the Mayor and Municipal Clerk to enter into a less than market value lease agreement with Fort Sackville Foundation for the leased premises located at 15 Fort Sackville Road, Bedford as per the key terms and conditions set out in Table 1 in the discussion section of the October 20, 2017 staff report.

14.3.2 Less than Market Value Lease – Kinsmen Club of Sackville, N.S., 71 First Lake Drive  [PDF]
Motion:
That Halifax Regional Council authorize the Mayor and Municipal Clerk to enter into a less than market value lease agreement with the Kinsmen Club of Sackville, N.S. for the premises located at 71 First Lake Drive, PID NO. 00359958 per the key terms and conditions set out in Table 1 in the discussion section of the November 6, 2017 staff report.

14.4.1 Councillor Smith

Motion:
That Regional Council request a staff report and recommendations with respect to developing a Social policy lens through which to assess future initiatives by;
1. Assessing municipal responses and actions to support; health and livability initiatives, planning and land use policy/by-laws, recreation program delivery, operational services, and other HRM initiatives.
2. Explore options for enhanced service delivery, not limited to departmental expansion, dedicated resources, partnerships, etc)
3. Research what other jurisdictions are doing regarding municipal social policies.

14.4.2 Councillor Karsten – District Capital Request [PDF]
Motion:
That Halifax Regional Council approve a one-time exemption to grant a request for $10,000.00 from the District 3 District Capital Fund for the supplies and labour to paint and repair the Fisherman’s Cove Development Association Heritage Centre.

Motion: 
That Halifax Regional Council:
1. Surplus and categorize 1940 Gottingen Street, as identified in Attachment 1 of the private and confidential staff report dated November 6, 2017, as Economic Development, pursuant to Administrative Order 50; and,
2. Authorize the Mayor and Municipal Clerk to enter an Option Agreement with the Mi’kmaw Native Friendship Society as per the Terms and Conditions in Table 1 of the private and confidential staff report dated November 6, 2017.
3. It is further recommended that the private and confidential report dated November 6, 2017 not be released to the public.

16.1.2 Terence Bay Lighthouse Public Access Feasibility
Motion:
That Halifax Regional Council direct staff to advise the Terence Bay Lighthouse Committee (TBLC) as outlined in the private and confidential report dated November 28, 2017.  
It is further recommended that the private and confidential report dated November 28, 2017 not be released to the public.

A matter pertaining to any subject, the discussion of which could, violate the confidentiality of information obtained from another body of government, or a public body.
