15.1 CHIEF ADMINISTRATIVE OFFICER

15.1.1 Case 22257 – Regional Plan Review – Initiation Report [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to:
1. Initiate the process to review the Halifax Regional Municipal Planning Strategy, in accordance with Regional Plan Policy G-13 and G-14, including developing new planning documents and amending existing planning documents as may be necessary; 
2. Follow the proposed work plan schedule and research program as generally outlined in Attachment A – Work Plan and Attachment B – Policy Research Program of the staff report dated January 20, 2020, and report to the Community Planning and Economic Development Standing Committee on progress at the identified milestones in the process; 
3. Follow the Regional Public Participation Program as generally set out in Attachment C - Regional Plan Review Engagement Strategy of the staff report dated January 20, 2020, including the identified approval process; and 
4. Prepare amendments to the various committee Terms of Reference as appropriate, to establish the Community Planning and Economic Development Standing Committee, the Halifax and West Community Council, the Harbour East – Marine Drive Community Council, North West Community Council, Regional Centre Community Council, Design Review Committee and Heritage Advisory Committee as the only advisory bodies to the planning process for the Regional Municipal Planning Strategy Review, and return to Regional Council or the necessary body for consideration. 

15.1.2 Route 320 Airport / Fall River Regional Express – Premium Fare – Supplementary Report* [PDF]
Motion:
That Halifax Regional Council adopt the $6.00 cash fare for all trips on Route 320 Airport / Fall River Regional Express.

15.1.4 Administrative Order 50 Disposal of Surplus Property – Request for Direct Sale Consideration PID 00424358 - 948 Pockwock Road, Upper Hammonds Plains [PDF]
Motion:
That Halifax Regional Council:
1. Change the previous categorization of the property under an open Call for Submissions, to the Direct Sale method for 948 Pockwock Road, Upper Hammonds Plains pursuant to Administrative Order 50 Community Interest Properties Schedule 1; and
2. Invite the Upper Hammonds Plains Community Development Association to submit a written proposal within ninety (90) days of Council’s approval to consider a Direct Sale.

Motion:
That Halifax Regional Council approve:
1. The addition of the name Frances Fish to the existing Commemorative Names List as shown on Attachment A of the staff report dated January 31, 2020; 
2. The renaming of the Astral Drive Elementary and Junior High School Park Ball Diamond #2 in the Astral Drive Elementary and Junior High School Park, Cole Harbour to the Paul Mason Ball Diamond, as shown on Attachment B of the staff report dated January 31, 2020;
3. The renaming of the Meadowbrook Park Ball Diamond #1 in the Meadowbrook Park, Bedford to the Bill Ross Memorial Ball Diamond, as shown on Attachment C of the staff report dated January 31, 2020;
4. The housekeeping renaming of the Humber Park Elementary School Park Ball Diamond in the Humber Park Elementary School Park, Lake Loon to the Justin Coward Memorial Ball Diamond, as shown on Attachment D of the staff report dated January 31, 2020;
5. The housekeeping renaming of the Old Dalhousie School Site, Halifax to Shipside Lane Park, as shown on Attachment E of the staff report dated January 31, 2020;

15.1.6 2020 Halifax Regional Municipality and CSAP Regular Election - Appointment of Returning Officer, Delegation of authorities, and use of Provincial List of Electors*  [PDF]
Motion:
That Halifax Regional Council:
1. Appoint Sherryll Murphy as the Returning Officer to conduct the 2020 Halifax Regional Municipality and CSAP Election, effective immediately;
2. In accordance with the Municipal Elections Act, delegate the following authorities:
a) to the Clerk, the authority to appoint the Assistant Returning Officer;
b) to the Clerk, the authority to make, revise, and amend the tariff of fees and expenses; and
c) to the Returning Officer, the authority to set the first advance polling date; and
3. Direct the Returning Officer to use the provincial list of electors for conducting the 2020 Halifax Regional Municipality and CSAP Election.  

15.1.7 Proposed Administrative Order 2018-005-ADM, Respecting Construction Site Management -  Mitigation of Development and Construction Impacts – Update to Administrative Order 2016-003-ADM [PDF]
Motion:
That Halifax Regional Council:
1. Repeal Administrative Order 2016-003-ADM, respecting Construction Site Management; and
2. Adopt new Administrative Order 2018-005-ADM, respecting Construction Site Management, attached to the staff report dated February 3, 2020 as Attachment A.  
 

15.2 NORTH WEST COMMUNITY COUNCIL
15.2.1 Hammonds Plains Common Area Rate Funding Request – Hammonds Plains Consolidated School Parent Teacher Association*  [PDF]
Motion:
That Halifax Regional Council approve a one-time withdrawal from the Hammonds Plains Common Area Rate in the amount of $4,538.28 to the Hammonds Plains Consolidated School Parent Teacher Association to cover additional costs related the 2019 Hammonds Plains Consolidated School Landscaping project.

Motion:
That Halifax Regional Council request a staff report on a proposed amendment to Bylaw C-1000 – Respecting Charges for the Resolution of Inadequate Water Supply. 

15.3.2 Councillor Hendsbee - Request for a staff report on Silent Fireworks [PDF]
Motion:
That Halifax Regional Council request a staff report about using Silent Fireworks for municipal events and encouraging other community groups that get municipal funding do the same. The report should also investigate additional cost and possible benefits associated with using silent pyrotechnics over traditional fireworks.

16.1 Councillor Smith [PDF]
Motion:

That Halifax Regional Council request a staff report to investigate the feasibility of implementing or supporting sobering centres and/or managed alcohol programs, and this report should include: 
1. Jurisdictional scan of other municipalities that have sobering centres and/or manage alcohol programs including Campbell River BC & Port Albony BC models. This should also outline financial contributions or budgetary impacts directly to Police and overall budgets. 
2. Stakeholder engagement that includes service providers that support individuals who are experiencing homelessness and/or drug using population, such as Mobile Outreach Street Health (MOSH), Housing & Homelessness Partnership & Direct 180. Also including organizations that support African Nova Scotian, and Indigenous communities. 
3. Data that outlines the number of individuals that have been placed in public intoxication cells in HRM, repeat intakes (i.e., the number of placements annually vs. the number of unique individuals placed), number of deaths, serious injuries, or other investigations related to the care of detainees in HRP or RCMP detention, and demographic data (i.e., age, race, gender, etc. of individuals detained) if collected.

That Halifax Regional Council:

That Halifax Regional Council:
1. Adopt Administrative Order 2019-001-GOV, the Elections Administrative Order, as set out in Attachment 2 of the staff report dated February 2, 2020; and
2. Direct the Chief Administrative Officer to conduct a review of the administrative order after the next regular election and return to the Executive Standing Committee with their findings.
