14.1.1 Increase to Contract - Tender 17-164 Alderney Landing Wharf Repairs [PDF]
Motion:
That Halifax Regional Council increase Purchase Order number 2070767022 by $18,772 (net HST included) from project account number CPX01331 – Regional Water Access/Beach Upgrades, as outlined in the Financial Implications section of the staff report dated January 29, 2018.
 
14.1.2 Proposed Amendments to Administrative Order 53, the Municipal Alcohol Policy - Addition of Grafton and Argyle Streets  [PDF]
Motion:
That Halifax Regional Council adopt the amendments to Schedule A of Administrative Order 53, the Municipal Alcohol Policy, as set out in Attachment 1 of the staff report dated December 1, 2017, to add Argyle Street, between Duke Street and Blowers Street, and Grafton Street, between Carmichael Street and Prince Street, to a new category titled “HRM Streets Where Alcohol is Permitted When a Temporary Street Closure has been Approved”. 
 
14.1.3 Case 21460 – Municipal Planning Strategy (MPS) amendments to the River-lakes Secondary Planning Strategy (SPS) for Opportunity Site C on Ingram Drive, Fall River [PDF]
Motion:
That Halifax Regional Council direct staff to:
1. Initiate a process to consider amendments to the Municipal Planning Strategy (MPS) for Planning Districts 14 and 17 regarding site access, density, and the number of dwelling units permitted per multiple unit building on Opportunity Site C at the south-end of Fall River Village, Fall River; and
2. Follow the public participation program for municipal planning strategy amendments as approved by Regional Council on February 27, 1997. 

14.1.4 First Reading Proposed By-law C-1000, Respecting Financing and Charges for Homeowners to Resolve Inadequate On-Site Water Supply, and Proposed Amendment to Administrative Order 15, Respecting License, Permit and Processing Fees [PDF]
Motion:
That Halifax Regional Council give First Reading to proposed By-law C-1000 Respecting Charges for the Resolution of Inadequate Water Supply as set out in Attachment 1 of the staff report dated January 29, 2018. 
 
14.1.5 HRM Parade Float [PDF]
Motion:
That Halifax Regional Council:
1. Direct staff to develop a call for proposals to create a new HRM Parade Float to replace the current primary Float, for approval upon 2018/19 Budget approval, with funding from Capital Account CD990003 Cultural Spaces; 
2. Refer the funding request of up to $40,000 to provide for the storage, maintenance and operation of the secondary Parade Float to the 18/19 Budget Committee of the Whole; and 
3. Subject to Regional Council’s approval of increased funding, direct staff to retain the current Parade Float as the secondary Halifax Regional Municipality Parade Float to be used as per scheduling requirements.
 
14.1.6 Case 21440 – Municipal Planning Strategy (MPS) and Land Use By-law (LUB) amendments for lands at Ross Road, Westphal to enable an expansion to the existing Construction and Demolition Materials Transfer Facility [PDF]
Motion:
That Halifax Regional Council direct staff to:
1. Initiate a process to consider amendments to the Cole Harbour / Westphal Municipal Planning Strategy and Land Use By-law to enable the expansion of the existing Construction and Demolition Material Transfer Facility at 188 Ross Road to the rear portion of lands located at 206 Ross Road, Westphal; and
2. Follow the public participation program for municipal planning strategy amendments as approved by Regional Council on February 27, 1997. 

14.1.7 Dartmouth 4-Pad Naming Rights  [PDF]
Motion:
That Halifax Regional Council: 
1. Award the naming rights opportunity for the Dartmouth 4-Pad to the highest scoring proponent responding to Request for Proposal (RFP) 17-354, subject to the negotiation and execution of a contract which, in the determination of the CAO, (i) complies with Administrative Order 56, the HRM Sale of Naming Rights Administrative Order, (ii) meets the requirements of RFP 17-354 and (iii) achieves “HRM’s Objectives” as outlined in Table 1 of the private and confidential in camera report dated February 13, 2018; 
2. Authorize and direct staff to work with Nustadia Recreation Inc. to negotiate a contract for naming rights with the highest scoring proponent that complies with Administrative Order 56, meets the requirements of RFP 17-354 and achieves HRM’s objectives; 
3. Authorize and direct the Mayor and Clerk to execute a contract for naming rights on behalf of the Municipality with the highest scoring proponent, once the CAO advises the Mayor and Clerk that the contract complies with Administrative Order 56, meets the requirements of RFP 17-354 and achieves HRM’s objectives; 
4. Authorize and direct staff to undertake the following action as soon as is feasible, following direction being received from Regional Council to enter into contract negotiations:
a. hold a press conference with Nustadia Recreation Inc. and the highest scoring proponent, or
b. issue a multi-party press release announcing the name of the highest scoring proponent;
5. Direct staff not to release details about the highest scoring proponent’s proposal, or the contract being negotiated for naming rights, until execution of the contract by the parties; 
6. Direct staff not to release proposals received from unsuccessful naming rights proponents, unless and until (and only to the extent) required by law; and 
7. Not release the private and confidential in camera report dated February 13, 2018, unless and until (and only to the extent) required by law. 
 
14.1.8 Proposed Administrative Order 2018-001-ADM - Accountability Framework for Halifax Water [PDF]
Motion:
That Halifax Regional Council adopt Administrative Order 2018-001-ADM, the Halifax Regional Water Commission Administrative Order as set out in Attachment 1 of the staff report dated February 20, 2018.

That Halifax Regional Council give First Reading to consider the proposed amendments to the Municipal Planning Strategies (MPS) and Land Use By-laws (LUB) for Cole Harbour/Westphal, Dartmouth and Planning Districts 14 and 17, as set out in Attachments A and B of the staff report dated November 21, 2017, to allow industrial and highway commercial uses on the Conrad quarry lands and schedule a public hearing.

14.3.1 Proposed Amendments to Administrative Order 2014-001-ADM
, Respecting Tax Relief for Non-Profit Organizations Program - Fiscal Year 2017-18 [PDF]
Motion:
That Halifax Regional Council:
1. Adopt the amendments to Administrative Order 2014-001-ADM, the Tax Relief for Non-Profit Organizations Administrative Order, as set out in Attachment 1 of the December 5, 2017 supplementary staff report, to repeal and replace Schedule 26, and to amend Schedule 29, of the Administrative Order at a combined estimated cost of $32,453 from Operating Account M311-Grants and Tax Concessions; and
2. Review the level of tax relief provided to the Kinsmen Club of Sackville, 71 First Lake Drive, and the MacDonald House Association, 4144 Lawrencetown Road in fiscal year 2018-19.

That Halifax Regional Council set a date for a heritage hearing to consider the inclusion of the subject property (5375 Kaye Street, Halifax) in the registry of heritage property for the Halifax Regional Municipality, as shown on Map 1 of the revised staff report dated January 5, 2018.

Motion:
That Regional Council direct the CAO to engage an expert to conduct an HRM wide service review of the appropriate composition of:
1. The Halifax Regional Police service, in relation to the portion of the municipality for which it is responsible for providing policing services; and
2.The Provincial Police Service, as provided by the RCMP, in respect of the remainder of the municipality served by the Provincial Police Service.
and to prepare a report and recommendation to Council, as a starting point for consultations with the Board of Police Commissioners and the Department of Justice regarding the provision of adequate, efficient and effective policing within HRM.

That Halifax Regional Council request a staff report on the reinstatement of the crosswalk by the Eastern Shore Memorial Hospital with consideration given to an alternative location at the intersection of Martin Lane & Hwy 7.

2. That the private an confidential report dated January 3, 2018 not be released to the public.
