That Halifax Regional Council authorize the Chief Administrative Officer to negotiate and execute a Facility Operating Agreement with the Carroll’s Corner Community Center substantially in the same form as set out in Attachment 1 of the staff report dated May 28, 2020.

Motion:
That Halifax Regional Council:
1. Suspend the rules of procedure under Schedule 5, the Environment and Sustainability Standing Committee Terms of Reference, of Administrative Order One, the Procedures of the Council Administrative Order; and
2. Give First Reading to By-law D-500, Respecting District Energy, as set out in Attachment A of the staff report dated June 23, 2020. 

11.1.3 Award – Tender No. 19-170, Woodside Ferry Terminal Recapitalization - Phase 2 [PDF]
Motion:
That Halifax Regional Council:
1. Award Tender 19-170, Woodside Ferry Terminal Recapitalization – Phase 2, to the lowest bidder meeting specification, Bird Construction, for a total price of $6,588,789 (net HST included) with funding from the Project No. CB000042 – Woodside Ferry Terminal Upgrade, as outlined in the Financial Implications section of the staff report dated July 3, 2020.
2. Approve an increase of $72,844 (net HST included) to Request for Proposal (RFP) 18-176, Consulting Services for Woodside Ferry Terminal, Phase 1 and 2, to Abbott Brown Architects, from Project No. CB000042 Woodside Ferry Terminal Upgrade, as outlined in the Financial Implications section of the staff report dated July 3, 2020.

11.1.4 Regional Special Events Grant Report 2020 [PDF]
Motion:
That Halifax Regional Council:
1. Suspend the rules of procedure under Schedule 2, the Audit and Finance Standing Committee Terms of Reference, of Administrative Order One, the Procedures of the Council Administrative Order;
2. Approve 41 Event Grants for a total of $129,650 as identified in Table 1 of the staff report dated June 10, 2020 from the approved 2020/2021 Operating Budget - C760 Community/Civic Events;
3. Approve 14 Event Grants for a total of $156,750 as identified in Table 1 of the staff report dated June 10, 2020 from the approved 2020/21 Operating Budget – C764 Cultural Development funded from the 2020/2021 Culture Development Reserve Q621; 
4. Pending final approval of the 2021/22 budget, approve 44 Established Community Festivals grants in the amount of $195,725 funded from C760 Community/Civic Events budget; and 15 Cultural Events & Showcases grants in the amount of $200,000 from C764 Cultural Development which is funded from Q621 Community and Events Reserve as identified in Table 2 of the staff report dated June 10, 2020.

11.1.5 Marketing Levy Special Events Grant Report 2020  [PDF]
Motion:
That Halifax Regional Council: 
1. Suspend the rules of procedure under Schedule 2, the Audit and Finance Standing Committee Terms of Reference, of Administrative Order One, the Procedures of the Council Administrative Order;
2. Approve 3 proposed Event grants for a total of $29,400 in 2020/2021 from the Community and Events Reserve, Q621 as identified in Table 1 of the staff report dated June 10, 2020;
3. Approve 11 proposed Event grants for a total of $391,600 in 2020/2021 from the Community and Events Reserve, Q621 as identified in Table 2 of the staff report dated June 10, 2020;
4. Approve a Major Hosting grant in the amount of $200,000 from the Community and Events Reserve, Q621, as identified in Table 2 of the staff report dated June 10, 2020 to the Atlantic Division Canoe Kayak Canada for the International Canoe Federation (ICF) Canoe Sprint World Championships;
5. Approve a $20,000 grant from the Community and Events Reserve, Q621 (non MLSER portion) in support of a virtual WE Day Atlantic Canada; and
6. Pending final approval of the 2022/2023 budget, approve the release of the third and final payment of the Major Hosting grant in the amount of $200,000 from the Community and Events Reserve, Q621, to the Atlantic Division Canoe Kayak Canada for the International Canoe Federation (ICF) Canoe Sprint World Championships.

11.1.6 Cost Shared Agreement for the Paving of “J” Class Subdivision Streets 2020-012* [PDF]
Motion:
That Halifax Regional Council authorize the Mayor and the Municipal Clerk to sign the attached Cost Share Agreement No. 2020-012 with the Province of Nova Scotia to cost-share on the paving of certain village and subdivision streets under the jurisdiction of the Province and located within the Municipality.

11.1.7 Use of Mailout Cards to Promote the 2020 HRM and CSAP Election and the Completion Date for the Revisions Period* [PDF]
Motion:
That Halifax Regional Council: 
1. Direct the Returning Officer to provide additional notification to voters in the Municipality by mailing them postcards which notifies them that the preliminary list of electors has been prepared, and such notification may include promoting the 2020 municipal and CSAP election. 
2. Based on the advice of the Returning Officer, set the date that the revising officers must furnish the Returning Officer with the preliminary list of electors, together with the amendments they have made to the lists, to be Friday August 21, 2020. 

11.1.8 Halifax Transit Fare Management Phase 2 Strategy  [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to procure an electronic fare solution for Halifax Transit in accordance with the phased strategy described in the discussion section of the staff report dated June 2, 2020, beginning with the procurement of a mobile ticketing application.

11.1.9 Official Recognition and Proclamation of the United Nations International Decade for People of African Descent 2015-2024 [PDF]

That Halifax Regional Council: 
1.authorize the Mayor, on Regional Council’s behalf, to proclaim the years 2015-2024 as the International Decade for People of African Descent and sign the proclamation set out in Attachment 1 to the staff report dated July 14, 2020; and,
2.direct the Chief Administrative Officer to develop an anti-Black racism action plan in support of the Proclamation and return to Regional Council for its endorsement.

That Halifax Regional Council:
1. Accept the attached report of the Task Force on the Commemoration of Edward Cornwallis and the Recognition and Commemoration of Indigenous History (Attachment 1 of the staff report dated June 30, 2020),
2. Approve the proposed HRM responses to the recommendations of the Task Force report (Attachment 2 of the staff report dated June 30, 2020), and
3. Direct the Chief Administrative Officer to return to Council annually to report on progress addressing the recommendations.

That Halifax Regional Council decline the request for a contribution of $750,000 to the Nova Scotia Nature Trust for its acquisition of the subject lands, as identified on Attachment A of the staff report dated June 19, 2020.
