That Halifax Regional Council:

1. adopt By-law U-109, amending By-law U-100, the User Charges By-law, as set out in the revised Attachment 1 to the staff report dated March 14, 2022; and

2. direct the Municipal Clerk to delay publishing By-law U-109 until advised by the Chief Administrative Officer to proceed with publication. 

15.1.2 Adoption of a Green Market Incubation Program* [PDF]
Motion:
That Halifax Regional Council continue to leverage the Halifax Innovation Outpost to engage the private sector and others in developing new products and services that advance HalifACT and grow the green economy.

Motion:
That Halifax Regional Council direct the Chief Administrative Officer to include the Dartmouth Road and Wardour Street Study Area, including the review of new land uses and building forms, in the Secondary Plan and By-law Simplification program instead of preparing amendments to the Municipal Planning Strategy and Land Use By-law for Bedford at this time.  

15.1.4 AN112 – HRM Asset Names – Cornwallis Street Renaming [PDF]
Motion:
That Halifax Regional Council approve the addition of African Baptist, Nora Bernard, Rocky Jones, Reconciliation and Dr Alfred Waddell to the existing Commemorative Names List as shown on Attachment A of the staff report dated April 25, 2022 for consideration to replace the street name, Cornwallis Street, Halifax.

15.1.5 Business Case for In-House Towing Operations – Supplementary Report* [PDF]
Motion: 
That Halifax Regional Council direct the Chief Administrative Officer to proceed with a request for information (RFI) to the towing industry to understand cost and impact of implementing a performance-based towing program for compliance operations and subject to results, continue with building a performance-based towing program as part of the 2023/24 PW Operating budget.

15.1.6 Proposed Amendments to Administrative Order 29, Respecting Civic Addressing Policies – Case CA0134 – Street Naming, Renaming, and Retiring from September 1, 2021 to January 31, 2022 [PDF]
Motion:
That Halifax Regional Council adopt the proposed amendments to Administrative Order 29 Respecting Civic Addressing Policies as set out in Attachment A of the staff report dated June 2, 2022.

Motion:
That Halifax Regional Council give First Reading and schedule a Public Hearing to consider the proposed amendments to the Regional Centre Secondary Municipal Planning Strategy and Land Use By-law, and amendments to the Downtown Halifax Secondary Municipal Planning Strategy and Land Use By-law, as contained in Attachments A-D of the staff report dated May 18, 2022.

That Halifax Regional Council give first reading to By-law D-600, the Dartmouth Cove Development Charge By-law, as set out in Attachment A to the staff report dated June 14, 2022.
 

15.2 COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT STANDING COMMITTEE
15.2.1 Northern Suburban Area All-Weather Field Track* [PDF]
Motion:
That Halifax Regional Council:

1. Direct the Chief Administrative Officer to provide a staff report to advance the development of an all-weather field and running track located in the area of Lockview High School by the Municipality, as outlined in the proposal from the HRM Northern Suburban Area Community Turf Committee, and including reviews and investigations of:

a. The suitability of the site;

b. The funding as outlined in the proposal, including that 80% the proposed funds be directly from the HRM Northern Suburban Area Community Turf Committee, and the Provincial and Federal governments; 

c. The ability to enter into suitable arrangements with the HRCE/Province of Nova Scotia; and

d. Opportunities to partner with Indigenous community leadership; and

2. Pending the outcomes of the reviews and investigations of the suitability of developing the proposed all-weather field and running track at Lockview High School, identify the project within future capital, operational budgets and business plans and include it in Provincial and Federal funding applications.
 

15.3 NORTH WEST COMMUNITY COUNCIL
15.3.1 Councillor Appointment to Appeals Standing Committee [PDF]
Motion:
That Halifax Regional Council appoint Councillor Cathy Deagle Gammon of North West Community Council to the Appeals Standing Committee for a term to November 2022.
 

15.4 MEMBERS OF COUNCIL
15.4.1 Councillor Mason – Support for Basic Income [PDF]
Motion:
That Halifax Regional Council request a letter from the Mayor to the Prime Minister, Ministers and Premier of Nova Scotia, calling on the Government of Canada to implement a Guaranteed
Livable Basic Income, ensuring everyone has sufficient income to meet their needs, which would go a long way towards eradicating poverty and homelessness, alleviating the pressure on municipalities to use their limited resources to fill gaps in our failing social safe net.

15.4.2 Councillor Mason – Replacement of 50m pool in HRM [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer begin planning for replacement of Centennial Pool pending the outcome of a staff report which outlines:

a. Process to undertake the development of a new 50-meter pool that meets Canada Games requirements for competitive swimming and diving and is consistent with the Long-Term Aquatic Study direction;

b. Potential disposal of 1970 Gottingen Street pursuant to Administrative Order 50, Respecting the Disposal of Surplus Property, for Economic Development including recommendations to include an affordable housing component;

c. Review of the prioritization of the Needham Community Centre to ensure continuity of municipal pool access on the peninsula; and

d. Analysis of revenue sources including the pending application for the Needham Community Centre within the Green Inclusive Community Building Program, and other appropriate Federal and Provincial funding sources.

15.4.3 Deputy Mayor Lovelace – Nomination for Consideration re: FCM Standing Committee [PDF]
Motion:
That Halifax Regional Council nominate Deputy Mayor Pam Lovelace for consideration to serve on a Federation of Canadian Municipalities Standing Committee, including Increasing Women’s Participation in Municipal Government, as a non-board member, and confirm that the municipal council is prepared to incur the cost of attending meetings of FCM's Board of Directors.

15.4.4 Deputy Mayor Lovelace – Hubbards Community Plan Implementation [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer (CAO) to provide a staff report to return to Council with a new administrative process for HRM to follow with regards to the
development and implementation of a new policy approach to support the co‐creation of community plans with community including recommendations on resources needed for implementation of approved plans.

15.4.5 Councillor Cleary – Permission under Administrative order 53 to allow Armview Restaurant and Lounge to serve alcohol in a section of Rotary Park [PDF]
Motion:
That, in accordance with section 7 of Administrative Order 53, the Municipal Alcohol Policy, Halifax Regional Council grant permission to the Armview Restaurant and Lounge to serve alcohol in a specifically defined section of the Municipally-owned Rotary Park, only during certain hours and the serving of alcohol in this park shall be governed by a formal license agreement.

That Halifax Regional Council direct the Chief Administrative Officer to provide a staff report to re-evaluate and amend the current 311 Toll Free service contract to have it augmented to include the 347 & 654 phone exchanges.
