Motion:
That Halifax Regional Council: 
1. Award Tender No. 20-190, Mackintosh Depot Replacement, to the lowest bidder meeting specifications, Bird Construction Group at a cost of $16,511,602 (net HST included) with funding from Project Account No. CB000089 – Mackintosh Depot Replacement as outlined in the Financial section of the staff report dated February 8, 2021.

2. Increase Purchase Order No. 2070799716 by $283,042.63 (net HST included) to EXP Services from Project No. CB000089 – Mackintosh Depot Replacement as outlined in the Financial Implications section of the staff report dated February 8, 2021. 

3. Increase Purchase Order No. 2070805687 by $70,024 (net HST included) to WSP Canada from Project No. CB000089 – Mackintosh Depot Replacement as outlined in the Financial Implications section of the staff report dated February 8, 2021. 

11.1.2 Award – Request for Quotation 21-004 Generator Inspection, Repair and Maintenance[PDF]
Motion:
That Halifax Regional Council award RFQ (Request for Quotation) 21-004 to Eastern Alternative Power Systems for a total price of $1,893,751 (net HST included), with funding from B034, P316, P425, R680, R681, R683 and W213 as outlined in the Financial Implications section of the staff report dated February 17, 2021, for a five-year term commencing May 1, 2021, through April 30, 2026.

11.1.3 First Reading Proposed By-law S-612, an Amendment to By-law S-600, Solid Waste Resource Collection and Disposal By-law – Illegal Dumping and Litter Abatement [PDF]
Motion:
That Halifax Regional Council give First Reading to By-law S-612, the purpose of which is to amend By-law S-600, Respecting Solid Waste Resource Collection and Disposal, as set out in Attachment B of the staff report dated February 25, 2021.

11.1.4 Feasibility of Fall River Turf Project [Large 24 MB PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer (CAO) to:

1. Forgo leading the Fall River Turf Project at Lockview High School in Fall River to upgrade the existing natural field to a multi-use artificial turf facility; and
2. Consider the provision of future artificial turf fields through the municipality’s Playing Field Strategy.

11.1.5 Case 22708 - Incentive or Bonus Zoning Agreement - 1325 Lower Water Street, Halifax [PDF]
Motion: 
That Halifax Regional Council adopt and authorize the Mayor and Clerk to enter into and execute the Incentive or Bonus Zoning Agreement as provided in Attachment B of the staff report dated February 25, 2021 for the sixteen-storey, mixed-use building at 1325 Lower Water Street, Halifax.  

11.2 BUDGET COMMITTEE
11.2.1 Ratification from Budget Committee February 24, 2021 - 2021/22 Multi-Year Capital Plan

Motion:
That Halifax Regional Council:

1. Approve the capital budget for 2021/22, and approve in-principle the 2022/23, 2023/24 and 2024/25 capital outlooks as per Attachment 2 and 3 of the February 2, 2021 staff report, subject to approval of external funding program applications; 

2. Approve the schedule of 2021/22 capital reserves withdrawals as per Attachment 4 of the February 2, 2021 staff report;

3. Approve the schedule of 2021/22 multi-year capital projects as per Attachment 5 of the February 2, 2021 staff report;

4. Adopt the amendments to Administrative Order 2020-004-ADM, the Procurement Policy, and Administrative Order 2018-004-ADM, the Transaction Policy, as set out in Attachments 6, 7, and 8 to the February 2, 2021 staff report.

11.3 TRANSPORTATION STANDING COMMITTEE 
11.3.1 Winter Maintenance to Walking Paths in Regional Parks

Motion:
That Halifax Regional Council direct the Chief Administrative Officer to:

1. Add Sir Sandford Fleming Park Seawall Pathway to the regional park pathways that are winter maintained in 2021/22 winter works season;

2. Approve the Park Snow and Ice Removal Guidelines (Attachment 2 of the staff report dated January 20, 2021) for all regional park pathways receiving winter maintenance; 

3. Include the paving of main pathways in Africville Park for consideration in the 2022/23 capital budget deliberations to further winter maintenance capabilities; and

4. Undertake a review of the park pathways and guidelines in 5 years in association with the review of Transportation and Public Works winter operations service review standards previously approved by Council. 

11.4 HERITAGE ADVISORY COMMITTEE

Motion:
That Halifax Regional Council request additional information on prioritizing the clearing of snow from the main sidewalks in school zone areas from P3 to P2 be included in the supplementary staff report requested by Regional Council on September 29, 2020 regarding sidewalk snow clearing standards for residential streets walkways.
