That Halifax Regional Council:
1.Approve the sale of PID 40107153 - Lot 3 Shore Drive, Bedford, to the Bedford Basin Yacht Club as per the terms and conditions of sale set out in Table 2 of the staff report dated July 7, 2017; and
2. Authorize the Mayor and Municipal Clerk to enter into an Agreement of Purchase and Sale with the Bedford Basin Yacht Club as per the terms and conditions outlined in Table 2 of the staff report dated July 7, 2017.

Motion:
That Halifax Regional Council authorize an increase to RFP No. 16-301 Engineering Services for the Design and Construction of Two Pedestrian Bridges, Retaining Wall and Active Transportation Trail – Sackville, to CBCL Ltd. for consultant fees during the construction phase, in the amount of $29,633 (net HST included), with funding from Project Account No. CTU00420 Active Transportation, as outlined in the Financial Implications section of the staff report dated August 29, 2017.

14.1.2 Request to Province of Nova Scotia to Enable Bicycle Traffic Signals and Cross-rides under the Motor Vehicle Act [PDF]
Motion:
That Halifax Regional Council authorize the Mayor to send a letter to the Nova Scotia Minister of Transportation and Infrastructure Renewal requesting that the use of bicycle traffic signals and cross-rides be enabled in the next revision of the Motor Vehicle Act; and; that the Minister of Transportation and Infrastructure Renewal introduce a Regulation under Section 307 of the Motor Vehicle Act to permit Halifax Regional Municipality to conduct a project of not greater than five years to test and evaluate bicycle traffic signals and cross-rides at various locations in the municipality.

Motion:
That Halifax Regional Council: 
1. Authorize and direct the Mayor and Municipal Clerk to sign the Resolution for Pre-Approval of Debenture Issuance, subject to interest rate confirmation not to exceed 4.00%, to enable the Halifax Regional Municipality to issue a 10-year debenture in the amount of $11,110,000 and, 
2. Approve a Temporary Borrowing Resolution of $37,585,242 for financing of the debt funded projects from the 2017/18 capital budget.

Motion – Councillor Cleary:
That Halifax Regional Council adopt Administrative Order Number 2017-012-GOV, respecting the commemoration of Edward Cornwallis and the Recognition and Commemoration of Indigenous History Special Advisory Committee, as set out in Attachment 1 of the staff report dated September 26, 2017, to establish a special advisory committee to Council.

Motion:
That Halifax Regional Council direct staff to bring forward a framework for a ten-year capital outlook aligned with Regional Council Priorities, along with an initial ten-year capital outlook that includes funding for the Planned Strategic Projects as noted in the September 6, 2017 staff report, and options for other capital outlays including the Potential Strategic Projects.

14.2.2 CN Public Crossing Repairs  [PDF]
Motion:
That Halifax Regional Council approve an unbudgeted withdrawal in the amount of $190,895, net HST included, from the General Contingency Fund, Q421 to fund Operating Account R715 6906 to reimburse CN for the rehabilitation of railway crossings at Ochterloney Street, Dartmouth and Community Centre Lane, Windsor Junction, as outlined in the Financial Implications section of the August 17, 2017 staff report.

14.3.1 Councillor Mancini
– Review of HRM’s Litter Receptacle Placement Criteria [PDF]
Motion:
That Halifax Regional Council request a staff report to review HRM’s current litter receptacle placement criteria. The report should also include: 
a) information on whether there is a sufficient number of litter receptacles throughout HRM
b) criteria from other municipalities on placement/quantity of litter receptacles
c) consider permitting additional litter receptacles in strategic locations, such as pedestrian and active transportation corridors, bus stops (regardless of ridership volume), parks, playgrounds, sportfields and public spaces.

14.3.2 Councillor Adams – Installation and Maintenance of Private Road Signs [PDF]
Motion:
That Halifax Regional Council request a staff report to look at replacing or repairing private road signs (sign blades). The report should only address the signs when missing or damaged and continue the practice of billing the developer for the first private lane sign, which is currently what we do for new public and private roads.

14.3.3 Councillor Zurawski – Study on HRM Routes for Possible High Occupancy Vehicle (HOV) Lanes [PDF]
Motion:
That Halifax Regional Council request a staff report to find HRM routes that could have High Occupancy Vehicle Lanes (HOV) Lanes assigned for 2 plus occupancy, electric/hybrid/cabs/public transport vehicles.

14.3.4 Councillor Austin – Amendment to By-Law A-700 to Prohibit the Feeding of Wildlife   [PDF]
Motion:
That Halifax Regional Council request a staff report regarding amendments to HRM By-Law A-700, Respecting Animals and Responsible Pet Ownership, to prohibit the feeding of wildlife. The proposed amendments to A-700 should be based on best practices from other municipalities and include reasonable exceptions for backyard bird feeders.

That Halifax Regional Council request a staff report regarding feasibility and options, in consultation with the Canadian Legion, Canadian Forces and Veterans Affairs, for placing the dates for the Afghanistan conflict on the front of the Halifax Cenotaph, including the potential to allow space for additional dates should circumstances require it in the future.
